Abstract:

Tato diplomová práce se zabývá hodnocením současného stavu krizového managementu na úrovni měst a obcí. Prostřednictvím literární rešerše jsou detailně vymezeny jednotlivé orgány krizového řízení se zaměřením na orgány obcí, které na základě krizového zákona vykonávají státní správu na nejnižší úrovni v rámci přenesené působnosti. Hlavním cílem diplomové práce bylo zjistit, zda jsou obce spadající do správního obvodu obce s rozšířenou působností Jindřichův Hradec připraveny na řešení mimořádných událostí a krizových situací. Dalším cílem práce bylo identifikovat slabá místa krizového managementu měst a obcí a navrhnout opatření ke zlepšení stavu. Praktická část je založena na kvalitativním i kvantitativním výzkumu. Výstupem diplomové práce je prezentace výsledků analýzy dat a nalezením odpovědí na formulované výzkumné otázky, které vedly k naplnění cílů práce.

Abstract:

This diploma thesis deals with the evaluation of the current quality of crisis management at the level of cities and municipalities. Through a literary research, the individual crisis management bodies are defined in detail, focusing on the bodies of municipalities which, on the basis of the Crisis Law, perform state administration at the lowest level within the delegated competence. The main goal of the diploma thesis was to find out whether the municipalities belonging to the administrative district of the municipality with extended powers Jindřichův Hradec are ready to deal with emergencies and crisis situations. Another goal of the work was to identify the weaknesses of crisis management of cities and municipalities and to propose measures to improve the situation. The practical part is based on qualitative and quantitative research. The output of the diploma thesis is the presentation of the results of data analysis and finding answers to the formulated research questions that led to the fulfillment of the objectives of the thesis.
