Abstract:

Tato práce hodnotí současný stav v procesu schvalování EIA a IPPC a jeho provázanost s legislativou, jejím úkolem je potvrdit, že dané procesy, které vyplývají ze zákona lze sloučit. Úkolem je navrhnout změnu legislativy s cílem zkrácení celého procesu z hlediska časového, procesního a finančního. Výsledkem a přínosem práce je popsat a formulovat věcný návrh řešení v zákoně. Další částí je zhodnocení a změna dopadů v dané lokalitě dle navržené metodiky. Posledním úkolem je aplikovat metodiku využití BAT technologií ve strojírenství na konkrétním příkladu Rotor Clip s.r.o. podnik na výrobu pojistných kroužků. Podnik na základě zkušeností použil metodu fosfátování. Fosfátování je jedním z nejrozšířenějších způsobů chemické úpravy povrchu oceli, při kterém se na povrchu vytvářejí nerozpustné krystalické terciální fosforečnany zinku, železa, vápníku a manganu. Snaha po urychlení vlastního procesu vedla k použití tzv. urychlovačů, které jsou součástí moderních fosfatizačních lázní. Při těchto reakcích dochází k negativnímu účinku chemických látek a odparu značného množství vody. Proto musí být posouzen soulad záměru s legislativními požadavky v oblasti životního prostředí a ochrany zdraví.

Abstract:

This work assesses the current state within the process of approving the EIA, the IPPC and its interconnection with legislation; its aim is to confirm that the given processes obliged by the law can be shortened by means of a change in legislation and a factual proposed solution in the law can be formulated. Its aim is to propose a legislative change aiming at shortening the whole process with respect to time, procedure and finance. The aim and the contribution of the work are to describe and formulate a factual draft solution in the law. Another part comprises an assessment and a change of social impacts in a given locality in compliance with the proposed methods and a possibility to engage other possible and additional factors that influence employment rate in a given locality. The last task is to apply the methods of using BAT in engineering on a specific example of Rotor Clip s.r.o., an enterprise producing safety rings. The enterprise used phosphatising method. Phosphatization is one of the most widespread ways of chemical surface treatment of steel during which insoluble crystalline tertiary zinc phosphate, ferrous phosphate, calcium phosphate and manganese phosphate are produced on the surface. The effort to accelerate the process led to the use of so called catalysts which are part of modern phosphating baths. During these reactions, there is negative effect of chemicals and vaporization of a significant amount of water. This is why concord of intention with legislation requirements of environment and health protection has to be considered.
