Taxation of lotteries and financing of sport

Abstract:

Tato bakalářská práce se zabývá zdaněním loterií a jiných podobných her v České republice. Hlavním cílem je zmapovat, jak se změnilo zdanění loterií v posledních pěti letech a zjistit, jaký je jeho vliv na financování sportu. Zaměřila jsem se konkrétně na financování profesionálního fotbalu. Při zpracovávání dat byly využity tyto metody: rozbor právních norem v oblasti zdanění loterií, případová studie a analýza výkazů zisků a ztrát společnosti FK Jablonec, a. s. Bylo zjištěno, že nejvýznamnější změny v oblasti loterií přinesly dvě hlavní novely účinné od 1. ledna 2012 a od 1. ledna 2014. Od roku 2014 se stal klíčovým subjektem v oblasti financování sportu Český olympijský výbor. Loterijní společnosti mu poskytují peněžité dary, které Český olympijský výbor dále přerozděluje jednotlivým sportovním klubům. Hlavním výsledkem zkoumání je to, že změny ve zdanění loterií mají negativní dopad především na mládežnický fotbal. Profesionální fotbal v Jablonci nad Nisou nebyl těmito změnami téměř dotčen, jelikož obchodní společnosti jako je FK Jablonec, a. s. nemohou inkasovat příjmy z loterií.

Abstract:

This bachelor thesis deals with the taxation of lotteries and other similar games in the Czech Republic. The main goal is to map how the taxation of lotteries has changed in the past five years and find out what is its impact on the funding of the sport. I focused specifically on funding of professional football. In the processing of data, these methods were used: the analysis of the legal norms in the field of lotteries, the case study and the analysis of the profit and loss accounts of the company FK Jablonec, a. s. It was found that the most significant changes in the field of lotteries brought us two main amendments which are effective from the 1st January 2012 and from the 1st January 2014. From 2014, the Czech Olympic Committee became a key body in the area of financing of the sport. The lottery companies provide financial gifts, which the Czech Olympic Committee redistributes to the individual sports clubs. The main result of the examination is that the changes in the taxation of lotteries have a negative impact especially on youth football. Professional football in Jablonec nad Nisou has not changed, because companies such as FK Jablonec, a. s. cannot receive revenue from lotteries.
