Identification of problems in the process of applying for social benefits in material need

Abstract:

Hlavním cílem práce je najít problémy při podávání žádostí o příspěvky hmotné nouze. Dále také vyhodnotit, kde je ve formulářích nejčastěji chybováno a zda vyplňované formuláře mohou být vylepšeny tak, aby usnadnily proces žadatelům i práci sociálním pracovnicím. Toto téma bylo zvoleno na základě velkého množství dokumentů, které je důležité při základním postupu vyplnit. V žádné z předchozích studií nebylo zkoumáno vnímání tohoto procesu. Sběr dat proběhl ve třech částech: dotazníkové šetření u žadatelů, polostrukturovaný rozhovor se sociálními pracovnicemi a shromáždění informací o částech, kde a jak bylo v dokumentech chybováno. Sběr dat proběhl na pobočce Úřadu Kralupy nad Vltavou - Hmotná nouze. Výsledky dotazníku byly vyhodnoceny deskriptivní statistikou, regresní analýzou a následně ověřeny dvouvýběrovým t - testem. Rozhovory jsou přepsány a vyhodnoceny kvalitativně. Díky této práci byly stanoveny závěry, jak by se mohl celý administrativní proces zlepšit a urychlit. Hlavním problémem, při vyplňování jsou nesrozumitelné pojmy, se kterými se účastníci ještě nesetkali. Velkou roli v této problematice dle statistických testů i samotných úřednic hraje gramotnost. Ze získaných rozhovorů vyplynulo, že by úřednice ocenili větší míru digitalizace, která by jim urychlila práci a měly tak více času na samotné žadatele. Byli zjištěny konkrétní body, které dále dělají žadatelům potíže a stanovena doporučení pro zlepšení těchto částí procesu. Výsledky vykazují, že vzdělání má vliv na celkovou obtížnost a porozumění textu pro uživatele. Dále nebyl prokázán vliv pomoci třetí strany na správnost vyplněného formuláře.

Abstract:

The main goal of the work is to find problems when submitting applications for financial need allowances. Furthermore, to evaluate where mistakes are most often made in the forms and whether the filled-in forms can be improved in order to make the process easier for applicants and the work of social workers. This topic was chosen based on the large number of documents that are important to fill out during the basic procedure. None of the previous studies investigated the perception of this process. The data collection took place in three parts: a questionnaire survey of the applicants, a semi-structured interview with social workers and the collection of information about the parts where and how mistakes were made in the documents. Data collection took place at the Kralupy nad Vltavou Office - Material Emergency branch. The results of the questionnaire were evaluated with descriptive statistics, regression analysis and subsequently verified with a two-sample t-test. The interviews are transcribed and evaluated qualitatively. Thanks to this work, conclusions were drawn on how the entire administrative process could be improved and accelerate. The main problem when filling in are incomprehensible terms that the participants have not yet encountered. Literacy plays a big role in this issue, according to statistical tests and the clerks themselves. It emerged from the obtained interviews that female clerks would appreciate a greater degree of digitization, which would speed up their work and thus have more time for the applicants themselves. Specific points that further cause difficulties for applicants have been identified and recommendations for improving these parts of the process. The results show that education has an effect on the overall difficulty and comprehension of the text for users. Furthermore, the influence of third-party assistance on the correctness of the completed form was not proven.
