Agricultural Policy And Land Adjustments

Abstract:

Diplomová práce se zabývá objasněním zemědělské politiky Evropské unie a České republiky v kontextu s pozemkovými úpravami. Zdůrazňuje důležitost agrárního sektoru s uplatňováním evropského modelu zemědělství a vysvětluje Společnou zemědělskou politiku Evropské unie. Řeší financování na zabezpečení pozemkových úprav ze státního rozpočtu a z prostředků Evropské unie. Obhajuje propojení zemědělství a pozemkových úprav s rozvojem venkovských oblastí. Stanovuje pozici pozemkových úprav k tvorbě a ochraně životního prostředí. Poukazuje na nutnost harmonizace evropského modelu zemědělství s ČR. Výsledkem diplomové práce je provedení bilance pozemkových úprav, kterými dochází ve veřejném zájmu k řešení ideových vizí v území a zároveň společně s investičními záměry předurčují konečnou podobu hospodářských opatření a tvorby krajiny. Rovněž pozemkové úpravy vytvářejí strategické plány ve vztahu k ekonomice, zemědělství a životnímu prostředí. V rámci stanoveného cíle byla uvedena hypotéza, že rozvoj zemědělské politiky Evropské unie a ČR má vazbu na postupující proces pozemkových úprav s ohledem na realizaci pozemkových úprav v terénu. Podle záměru diplomové práce byla použita metoda komparace a analýzy. Stanovený cíl diplomové práce se podařilo splnit a hypotézou se potvrdila úzká vazba zemědělské politiky na realizaci pozemkových úprav. Tato zároveň potvrdila ne zcela plně koordinované a účelné vynakládání finančních prostředků na pozemkové úpravy.

Abstract:

The thesis casts light on agricultural policy in EU and the Czech Republic in the context of land adjustments. It stresses the importace of the agrarian segment with implemented European agricultural model and it explains EU's common agricultural policy. It diplays the funding of the land distribution and redistribution from the national budget and from EU's funds. It advocates the cross conection of agricuture and land adjustments with development in the countryside. It defines the relation of land adjustments to the subjekt of environment. It adverts to the need of harmonisation of the EU and national policies. The objective of the thesis is the definition of the land adjustments as a ideological plan of the public interest enforcement in the countyside and as a investment project to set the final appearance of the terrain and economical measures. It creates strategic schemes in relation with economy, agriculture and environment. Together with the objective it states a hypothesis: The development of agriculture in EU and the Czech Republic is related to the progressive proces of land adjustments. The relation is not fully put to use in practice. The comparative and analytical methods were used for the thesis. The given objective was fulfilled. The hypothesis acknowledged the close bond between agricultural policy and land adjustments process. It also confirms not fully coordinated and effectively spent financial resources on land adjustments.
