Relations between the EC and the COMECON with the emphasis on the Czechoslovak foreign policy in the era of détente 1968-1978

Abstract:

Na konci šedesátých a v průběhu sedmdesátých let dosáhla politika détente svého vrcholu. Vymezené období je spojováno především s politikou odzbrojování. Význam uvolnění napětí mezi oběma znepřátelenými stranami byl ale mnohem širší a dotkl se také hospodářské oblasti. Dochází k prvním pokusům o navázání styků mezi Evropskými společenstvími a RVHP. Stranou těchto změn nezůstalo ani Československo. Práce se věnuje snaze RVHP o navázání vztahů s ES. Důraz přitom bude kladen na zahraniční politiku Československa vůči Společenství a zvláště pak SRN. Cílem práce je prokázat důvody, které vedly Československo k podpisu tzv. autolimitačního sektorového ujednání pro obchod s hutnickými výrobky mezi EHS a Československem a proč nebyl problém vzájemné obchodní výměny vyřešen uzavřením multilaterální dohody mezi oběma organizacemi. Práce si klade tyto výzkumné otázky: Jakou úlohu sehrála zahraniční politika se Spolkovou republikou Německo ve sbližování obou organizací? Jaký vliv měla konference KBSE na vývoj ve vzájemných vztazích? Prosazovalo Československo ve vztazích k ES svůj národní zájem nebo se plně podřídilo zájmům SSSR?

Abstract:

At the end of the sixties and during the seventies reached a détente its peak. Defined period is connected mainly with the policy of disarmament. The meaning of detente between both warring sides was much wider and also touched the economic sphere. This led to the first attempts to establish contacts between the European Communities and Comecon. Czechoslovakia did not stay aside from these changes. My thesis will focus on attempts of CMEA to establish relations with the EC. Emphasis will be placed on the foreign policy of Czechoslovakia to the Community, and especially with the West Germany. The aim of my work is to prove the reasons which led the Czechoslovakia to the signing of the autolimitation sectoral agreement on trade in steel products between the EEC and Czechoslovakia and why the problem of mutual trade was not resolved in a multilateral agreement between the two organizations. The work asks the following research questions: What was the role played by foreign policy with the Federal Republic of Germany in the rapprochement between these two organizations? What influence did the CSCE conference have on the development of mutual relations? Did Czechoslovakia advance in relations with the EC, its national interest or fully subordinate to the interests of the USSR?
