The Role of Azerbaijan in the Energy Security of EU

Abstract:

Jednou z priorit Evropské unie je dosažení energetické bezpečnosti, spolehlivých a diverzifikovaných dodávek energetických surovin na svůj trh. Tento cíl vyžaduje konzistentní vnější i vnitřní dimenzi energetické politiky a jednotný postup všech členských států a hledání alternativních tranzitních tras a partnerství umožňujících diverzifikovat dodávky ropy a zemního plynu. Práce se zabývá snahou Evropské unie dosáhnout energetické bezpečnosti s důrazem na vnější dimenzi energetické politiky. Vychází přitom z teoretických poznatků o principech energetické bezpečnosti, především z definice Daniela Yergina. Dva z principů energetické bezpečnosti, dle této definice vymezených, porovnává se skutečnými kroky EU. V druhé části se práce zabývá potenciálem Ázerbájdžánu hrát významnou roli v energetické bezpečnosti Evropské unie. Zkoumá otázku, zda může být Ázerbájdžán spolehlivým dodavatelem surovin na evropský trh s ohledem na stabilitu regionu, zásoby ropy a zemního plynu a vztahů s EU. Práce se tak zabývá projektem Nabucco, jeho problémy a potenciálem.

Abstract:

One of the priorities of the European Union is to achieve energy security, diversified and reliable energy supplies to its market. This goal requires consistent internal and external dimension of energy policy and unified approach by all Member States and seeking alternative transit routes and partnerships that can diversify our supply of oil and natural gas. The thesis deals with the European efforts to achieve energy security with emphasis on the external dimension of energy policy. Analysis is based on theoretical knowledge of the principles of energy security, especially from the definition of Daniel Yergin. Two of the principles of energy security, as defined by this definition, are compared with the actual steps of the EU. In the second part, the thesis details potential of Azerbaijan to play an important role in EU energy security. It examines the question whether Azerbaijan could be a reliable supplier of energy resources to the European market with regard to the stability of the region, oil and natural gas stocks, and relations with the EU. The thesis also deals with the Nabucco project, its problems and potential.
