The Impact of Investment Incentives on the Economic Development of the Czech Regions during the Period 2004-2019

Abstract:

Diplomová práce se zaměřuje na analýzu vlivu investičních pobídek na ekonomickou výkonnost krajů České republiky v období 2004-2019. Investiční pobídky jsou nástrojem hospodářské politiky státu, prostřednictvím kterého se stát snaží přilákat zahraniční investice, stimulovat soukromé subjekty na trhu a tím zvyšovat ekonomickou vyspělost méně rozvinutých regionů. Vztah mezi investičními pobídkami a relativní ekonomickou vyspělostí je poměrně hojně zkoumaným tématem a v odborné literatuře nepanuje na závěrech podobných analýz shoda. Z tohoto důvodu bylo hlavním cílem práce zkoumat vztah investičních pobídek a relativní ekonomické vyspělosti jednotlivých regionů. Síla vztahu mezi investičními pobídkami a relativní vyspělostí krajů České republiky nebyla v diplomové práci prokázána. Relativní vyspělost krajů neovlivňuje míru přidělování investičních pobídek a výše investičních pobídek naopak nemá prokazatelný pozitivní vliv na míru relativní ekonomické vyspělosti krajů ČR v následujících letech od udělení této formy podpory. Zhodnocení vlivu investičních pobídek na trh práce ukazuje, že investiční pobídky mají pozitivní vliv na nezaměstnanost, ale kvantifikace samotného efektu je velmi obtížně měřitelná. Zároveň práce naznačuje, že je v České republice poměrně velký prostor ke zlepšení v rámci efektivity tvorby pracovních míst prostřednictvím investičních pobídek v jednotlivých krajích. Práce se v závěru kloní k odborným publikacím autorů, kteří tvrdí, že investiční pobídky nemají prokazatelně pozitivní vliv na ekonomickou výkonnost v regionech České republiky a jejich vliv není tak ekonomicky blahodárný, jak jej interpretují analýzy velkých konzultantských společností. Investiční pobídky zároveň přinášejí na trh významnou míru neefektivity, jelikož udělování investičních pobídek významně ovlivňuje nejen příjemce investičních pobídek, ale rovněž subjekty, které investičními pobídkami podpořeny nejsou.

Abstract:

The main objective of the thesis is to analyze and evaluate the impact between investment incentives and economic performance in the regions of Czech Republic. Timewise, focus of analysis is on the period 20042019. Investment incentives are economic policy instrument, which should help with increasing of the economic development in underdeveloped regions through the stimulation of private subjects. Economic relationship between investment incentives and economic development is a widely researched topic which does not provide a clear conclusion. For this reason, the main goal of the thesis is to evaluate relationship between investment incentives and economic development in the Czech regions. The conclusion of the thesis shows that relative economic maturity of the Czech regions does not affect the amount of allocated public resources. On the other hand, the amount of provided public resources does not provably affect the economic growth in Czech regions in the following years after granting the incentive. Analytical part of the thesis focused on the labour market shows, that investment incentives has positive impact on the unemployment rate, but the accurate size of the effect is hardly quantifiable. The thesis also conclude that Czech Republic has significant room for improvement in the allocation efficiency focusing on job creation within the investment incentives. The conclusion of the thesis reveals the similar inferences as the scientific publications which claim that investment incentives don´t have definite positive effect on the economic development in regions such as the consulting firms present. The relationship between investment incentives and economic development in the Czech regions wasn´t proved. Investment incentives bring to the market inefficiencies which significantly affect recipients of the incentives and, also the entities which were not supported by the resources provided by the public sector.
