Disposal of Property of Territorial Self-Governing Units

Abstract:

Bakalářská práce na téma Nakládání s majetkem územních samosprávných celků je zaměřena, vzhledem k velkému rozsahu dané problematiky, jen na některé aspekty dispozic s majetkem. Práce je rozdělena do čtyř částí. První část je věnována vymezení územních samosprávných celků, jejich majetku a členění podle různých kritérií, ve větším rozsahu je popsána historie územní samosprávy a s ní související vývoj jejího majetku. Následně je uveden způsob nabývání majetku a krátce jsou zmíněny povinnosti při hospodaření s majetkem. Část třetí vysvětluje postup při nakládání s majetkem s důrazem na problematiku zveřejňování záměru, stručně jsou představeny některé typy smluv a způsob provádění kontroly hospodaření a nakládání s majetkem. Poslední část se zabývá programem rozvoje, jenž by měl být zásadním dokumentem pro další rozvoj samosprávy. V závěru práce je provedeno shrnutí zjištěných poznatků.

Abstract:

The bachelor thesis deals with the Disposal of property of territorial self-governing units; however, due to the large scale of problems, it focuses only on some aspects of the disponisition of the property. The thesis is divided into four parts. The first part of the thesis decribes the definition of territorial self-governing units, their assets and their division according to different criteria. Furthermore, to a greater extent the thesis describes the history of territorial self-government and the related development of their assets. In addition, the thesis describes the way of acquisition of property and briefly mentions the obligation to manage the property. The third part explains the procedure for disposal of the property with emphasis on intention publication and moreover, it briefly presents some types of contracts and the way audits of the management and disposal of property are carried out. The last part deals with the development program, which should be an essential document for the development of self-government. Findings are presented in conclusion of the thesis.
