International trade aspects of the relationship between the European Union and the World Trade Organization.

Abstract:

Tato práce se zaměřuje na posouzení efektivity spolupráce mezi Evropskou unií a Světovou obchodní organizací při formování obchodní politiky a zajišťování dodržování obchodních pravidel v globálním obchodním systému. Pro komplexní analýzu tohoto tématu byla zvolena kombinace kvalitativní a kvantitativní metodologie. Kvalitativní analýza poskytuje hlubší pochopení historického vývoje a institucionálního rámce spolupráce mezi Evropskou unií a Světovou obchodní organizací, stejně jako analýzu obchodních sporů, které odrážejí napětí mezi těmito organizacemi. Kvantitativní část, zaměřená na podíl mezinárodního obchodu Evropské unie a Světové obchodní organizace na HDP, přináší konkrétní statistické ukazatele, které umožňují měřit a porovnat ekonomický vliv obou organizací v globálním obchodním systému. Tento kombinovaný přístup umožňuje získat komplexní pohled na interakci mezi těmito organizacemi, jak z hlediska teoretického, tak empirického. Výsledky ukazují, že Evropská unie hraje zásadní roli v prosazování pravidel Světové obchodní organizace, přičemž si zachovává právní autonomii, což může zpomalovat implementaci některých rozhodnutí Světové obchodní organizace. Rovněž se ukazuje, že obchodní aktivity Evropské unie rostou rychleji než ty Světové obchodní organizace, což potvrzuje postavení Evropské unie jako klíčového hráče na mezinárodním poli. Závěrem práce zdůrazňuje význam spolupráce mezi Evropskou unií a Světovou obchodní organizací jako klíčového nástroje pro stabilitu a otevřenost globálního obchodního systému, zároveň však identifikuje klíčovou výzvu – nalezení rovnováhy mezi ochranou vnitřního trhu Evropské unie a plněním jejích globálních závazků.

Abstract:

This thesis assesses the effectiveness of cooperation between the European Union and the World Trade Organization in shaping trade policy and ensuring compliance with trade rules in the global trading system. A combination of qualitative and quantitative methodologies was used for a comprehensive analysis. The qualitative analysis explores the historical development and institutional framework of cooperation between the two organizations, as well as an analysis of trade disputes that highlight tensions between them. The quantitative section focuses on the share of international trade of the European Union and the World Trade Organization in Gross Domestic Product, providing statistical indicators to measure and compare the economic impact of both organizations. This combined approach offers both a theoretical and empirical perspective on their interaction. The results show that the European Union plays a significant role in enforcing the rules of the World Trade Organization while maintaining legal autonomy, which can slow the implementation of certain decisions. Furthermore, the trade activities of the European Union are growing faster than those of the World Trade Organization, emphasizing the European Union’s position as a key global player. In conclusion, the thesis highlights the importance of cooperation between the European Union and the World Trade Organization for the stability and openness of the global trading system, while also addressing the challenge of balancing the protection of the European Union’s internal market with fulfilling its global commitments.
