Corruption in the EU after the Eastern enlargement

Abstract:

Tato diplomová práce se zabývá problematikou korupce ve členských státech Evropské unie po východním rozšíření. Cílem práce je zhodnotit vývoj korupce zejména z pohledu před a po východním rozšíření v roce 2004. K dosažení cíle jsou využívána data Indexu vnímání korupce (CPI) od Transparency International a pro větší objektivnost i data o Globálních ukazatelích kvality vládnutí (WGI), konkrétně ukazatele kontroly korupce, od Světové banky. První až třetí kapitola představuje teoretický základ obsahující definice korupce, její typologii, příčiny a důsledky, nástroje protikorupční politiky, mezinárodní a evropské instituce zabývající se korupcí a možnosti měření korupce. Čtvrtá kapitola se zabývá analýzou výše zmíněných ukazatelů v původních členských státech EU a v nových členských státech EU. Pátá kapitola práce poukazuje na společné problémy v oblasti korupce nových členských států EU a vymezuje čtyři státy, jež dlouhodobě vyčnívají (pozitivně či negativně) v hodnocení ukazatelů CPI a WGI, a představuje implementaci protikorupčních opatření těchto států.

Abstract:

This diploma thesis deals with the issue of corruption in the member states of the European Union after the Eastern enlargement. The aim of the thesis is to evaluate the development of corruption especially from the point of view before and after the Eastern enlargement in 2004. In order to achieve this goal, the thesis uses Transparency International's Corruption Perceptions Index (CPI) and World Bank's Worldwide Governance Indicators (WGI), specifically the Control of Corruption indicator to reach greater objectivity. First three chapters present a theoretical basis containing definitions of corruption, its typology, causes and consequences, instruments of anti-corruption policy, how international and European institutions deals with corruption and possibilities of measuring corruption. The fourth chapter deals with the analysis of the above indicators in the original EU member states and in the new EU member states. The fifth chapter focuses on common problems related to corruption of the new member states. Simultaneously this chapter defines the four states which have stood out in the evaluation of CPI and WGI on a long-term basis (both positively and negatively) and represents the implementation of anti-corruption measures of these states.
