Abstract:

Titul této diplomové práce zní Orgány územních samosprávných celků v oblasti přenesené působnosti. Jejím cílem je podat ucelený pohled na výkon veřejné správy, zejména pak na jednotlivé úrovně státní správy vykonávané orgány územních samosprávných celků na základě přenesené působnosti. Hlavní úlohou veřejné správy je výkon svěřené činnosti, poskytování veřejných služeb občanům a péče o jejich blaho. Stejně jako prošla česká společnost dramatickým vývojem, tak i systém veřejné správy prošel během své dlouhé historie proměnami, jež byly vždy odrazem doby. Podobu současné veřejné správy odstartovaly události konce 90. let minulého století, týkající se nejen společenských, politických či ekonomických změn. V tomto ohledu bylo pro Českou republiku nezbytné přeměnit veřejnou správu, jež do té doby po dlouhé roky podléhala totalitnímu režimu, ve správu plně založenou na demokratických principech s jasně stanovenými pravomocemi a cíli. Klíčovým úkolem je pak výkon činností na vysoké profesionální úrovni.

Abstract:

The thesis is named "The Authorities of Territorial Self?government units within framework of delegated competency". Its aim is to give a complete view on performance of public administration, particularly on single levels of state administration made by bodies of the territorial self-government on a base of delegated competency. The public’s administration main task is to perform delegated activities, to provide public services for the citizens and to care about their welfare. Like the Czech society has changed dramatically also the system of public administration in this country has gone through great changes during its long history. These changes always were by the reactions on the momentary situation in a political scene. A form of the current public administration was significantly influenced by events in the 1990´s. These events were made in social, political and economic area and they were very important from the view of the next development of the country and its public administration. In the light of what happened it was for the Czech Republic necessary to change the public administration, which was managed by totalitarian political system for long years, into the administration fully based on democratic principles with clearly determined powers and aims. The key task is to ensure performance of services on a high professional level.
