Abstract:

Vodní zdroje jsou klíčové pro ekonomický rozvoj. Cílem této dizertační práce je analýza alokace vodních zdrojů v České Republice, Práce popisuje institucionální rámec spolu se zájmovými skupinami v alokaci vodních zdrojů. Alokační mechanismus vody v České Republice je založen čistě na administrativních a technických opatřeních s minimálním zapojením zájmových skupin. Manipulace s vodními zdroji je převážně regulována ministerstvem zemědělství. V českém systému existuje potenciál pro zapojení pravidel k užití vody z jiných alternativních přístupů.

Abstract:

Water resources allocation in the society is crucial for the economical development. The aim of this research aims to analyze water resources allocation in the Czech Republic. Institutional framework and stakeholder groups in the water resources mechanism in the Czech Republic is described and compared to the possible allocation mechanism. Institutional approach allow us to describe thoroughly the rules as well as the players in the water allocation game. Czech allocation of water resources is solely based on administrative and technical measures with minimum participation from stakeholder groups. Water resources are economically regulated mostly by ministry of agriculture, which may lead to preferences for the needs of agricultural sector. There is a potential space for implementing other approaches in the working rules for water use. With growing competition for the resources the need of institutional change will rise and participation of the stakeholder groups will become a necessity.
