Práce se zabývá možnostmi obcí ovlivňovat vlastní zdroje. První část popisuje územní samosprávu, definuje její ústavní základy, zabývá se Evropskou chartou místní samosprávy a jejím začleněním do právního řádu. This work deals with influence of municipalities on their own resources. The first part describes the local government, defines its constitutional foundations, deals with the European Charter of Local Self-Government and its incorporation into the legal system.
