Abstract:

Tato diplomová práce se věnuje roli obcí v rámci rozvoje a koncepce sociálního nájemního bydlení v České republice. Teoretická část se na svém začátku zabývá pojmem sociální bydlení a přibližuje úlohu obcí, jak ji definuje zákon o obcích. Dále je pozornost věnována vývoji sociálního nájemního bydlení a jeho dostupnosti v ČR po roce 1990, kde jsou podrobně popsány i nástroje státu v oblasti bytové politiky. Práce dále porovnává národní bytové koncepce z let 2005 a 2011 a přibližuje současnou situaci v oblasti bydlení sociálně slabých domácností v ČR. Teoretická část je uzavřena příklady státních bytových koncepcí v Německu, Francii a Nizozemí. V praktické části jsou nejdříve uvedeny příklady bytových koncepcí v městech ČR včetně obecných doporučení pro jejich tvorbu. Následně je u Kutné Hory, Opavy a městské části Praha 2 porovnán proces tvorby a implementace bytových koncepcí. Na příkladu bytové politiky města Vsetína jsou ukázány diskriminační praktiky, které vedly ke zhoršení bytových podmínek sociálně slabých domácností. V závěru praktické části práce předkládá návrhy bytové politiky, které by měly vést k rozvoji sociálního nájemního bydlení v ČR.

Abstract:

This diploma thesis is devoted to the role of municipalities in the development and in the concept of social rented housing in the Czech Republic. At the beginning, the theoretical part deals with the term of social housing and describes the role of municipalities as defined by the Act on Attention. Attention is also paid to the development of social rented housing and its availability in the Czech Republic after 1990. The instrument of housing policy of the state is also described in detail in this part of diploma thesis. The thesis also compares the national housing policy for years 2005 and 2011 and the current situation in the housing underprivileged households in the Czech Republic. The theoretical part is closed by examples of public housing concepts in Germany, France and the Netherlands. The practical part describes examples of housing concepts presented in the towns of the Czech Republic including general recommendations for creation these concepts. The thesis also compares the process of creation and implementation of housing schemes in Kutna Hora, Opava and in district Praha 2. The example of city housing policy of Vsetin shows the discriminatory practices that led to the deterioration of the living conditions of underprivileged households. At the end of the practical part the proposals of housing policy are presented. They should lead to the development of social rented housing in the Czech Republic.
