Lobbying as a tool to influence European policy: a case study of sugar regulation from the perspective of the beverage industry

Abstract:

Cílem diplomové práce je zmapovat postavení zájmových skupin z řad nápojového průmyslu k regulaci spotřeby cukru v EU a vyhodnotit, jaký je jejich vliv na spoluvytváření evropské legislativy v této oblasti. Záměrem práce je zjistit, jestli se nápojovému průmyslu daří prosazovat své zájmy v oblasti regulace spotřeby cukru na úrovni EU, jaké taktiky a lobbingové nástroje k tomu využívá, nakolik se přístup členských států EU k regulaci spotřeby cukru, resp. slazených nápojů, liší a jakou roli v tomto případě hraje právě nápojový průmysl. Práce zároveň zkoumá, jaké jsou aktuální trendy v lobbingu nápojového průmyslu v EU a členských státech a jaký je očekávaný výhled do budoucna. Práce je členěna do pěti kapitol, z nichž dvě poskytují teoretický základ, dvě se věnují zvolenému tématu z praktického hlediska a poslední kapitola shrnuje hlavní zjištění, tedy nakolik je lobby nápojového průmyslu ve zkoumané oblasti úspěšná.

Abstract:

The aim of the thesis is to map the position of beverage industry interest groups on the regulation of sugar consumption in the EU and to assess their influence on the co-creation of European legislation in this area. It examines whether the beverage industry is successful in promoting its interests in the field of sugar regulation at the EU level, what tactics and lobbying tools it uses to do so, to what extent the approach of EU Member States to regulating sugar consumption, or sweetened beverages, differs and what role the beverage industry plays in this case. The thesis also examines what are the current trends in lobbying by the beverage industry in the EU and Member States and what is the expected outlook for the future. The thesis is divided into five chapters, two of which provide the theoretical basis, two of which deal with the chosen topic from a practical point of view and the last chapter summarises the main findings, i.e. to what extent the drinks industry lobby is successful in the area under study.
