Lobbying and Corruption in Public Sector

Abstract:

Tato diplomová práce se zabývá problematikou lobbingu a korupce ve veřejném sektoru. Pozornost je věnována právní regulaci lobbingu a korupci, a to jak z pohledu české legislativy, tak v kontextu evropském a mezinárodním, včetně porovnání s dalšími státy Evropské unie. V souvislosti s činností lobbingu jsou analyzovány předložené návrhy zákonů o lobbování a na jejich základě je navržena možná podoba regulace. Ve vztahu k veřejné sféře se práce věnuje nutnosti zavedení lobbingu jako transparentního procesu. Práce se dále zaměřuje na možné dopady korupčního jednání na veřejný sektor a analyzuje postavení České republiky vzhledem ke každoročnímu hodnocení Transparency International – Corruption Perceptions Index. Cílem práce je komplexní zhodnocení situace v České republice z hlediska lobbingu a korupce ve veřejném sektoru včetně případných doporučení směrem ke změnám právní úpravy.

Abstract:

This diploma thesis focuses on the lobbying issues and corruption in the public sector. The biggest attention is payed to law regulation of lobbying and corruption from the point of view of the Czech legislative and the context of European Union and international including the comparison with other countries of the European Union. Based on the lobbying activity are analysed law proposals of lobbying and suggested regulations. It the context of public administration of the work focused on the necessity of including the lobbying activity as a transparent process. The thesis is further focused on potential impacts of corruption behaviour on the public sector and analysing the position of the Czech Republic based on every-year evaluation of Transparency International – Corruption Perceptions Index. The aim of the thesis is complex evaluation of the situation in the Czech Republic from the point of view of lobbying and corruption in the public sector including potential law modification recommendations.
