Municipal Spatial Planning from the Viewpoint of Ecological Economics

Abstract:

Tato diplomová práce ve své teoretické části popisuje problematiku udržitelného rozvoje a územního plánování, jeho cílů, nástrojů a úkolů na pozadí kulturní krajiny a její struktury, složek, funkcí, procesů změn a stability. V další kapitole teoretické části je popsána současná politika a problematika ochrany přírody a krajiny, vytváření ÚSES a základní metody netržního oceňování environmentálních statků a služeb. Praktická část diplomové práce se zabývá hodnocením vybraných charakteristik pilířů udržitelného rozvoje obce Byšice a jejího katastrálního území. Dále je provedena deskriptivní analýza dílčích záměrů a prvků ÚSES specifikovaných územním plánem, měření fyzikálně-chemických parametrů dotčeného vodního biotopu, zařazení vybraných prvků ÚP do seznamu biotopů ČR a následné ocenění těchto biotopů vybranými expertními metodami netržního oceňování přírodních zdrojů. Hlavním cílem této diplomové práce je vybranými metodami ekologické ekonomie za pomoci nástrojů environmentální ekonomie zhodnotit a charakterizovat současný stav vybraných záměrů územního plánu obce v rámci udržitelného rozvoje. Dalším cílem je zjištění a porovnání peněžních hodnot biotopů a ekosystémových služeb dotčených vymezených ploch. U navrhovaných záměrů na základě zjištěných skutečností predikovat další vývoj a dopad na širší území zejména na lokality územního systému zvyšování ekologické stability krajiny.

Abstract:

This dissertation, in its theoretical part, describes the issues of sustainable development and spatial planning - its aims, tools and objectives against a background of cultural landscape and its structure, components, functions, processes of change and stability. The next chapter of the theoretical part focuses on the current policy and the issues of nature and landscape conservation, the creation of ÚSES and the basic methods of non-market valuation of environmental goods and services. The practical part of the dissertation deals with the valuation of selected characteristics of the pillars of sustainable development of the Byšice municipality. Secondly, a descriptive analysis of the selected intentions and elements of the ÚSES specified by the zoning plan, measurement of the physico-chemical parameters of the water habitat concerned, the inclusion of selected elements of the zoning plan in the list of biotopes of the Czech Republic and the subsequent valuation of these habitats selected by expert methods of non-market valuation of natural resources are carried out. The primary focus of this dissertation is to, by using selected methods of ecological economics and tools of environmental economics, evaulate and characterize the current state of selected aspects of the zoning plan in the framework of sustainable development. Another aim is to identify and compare the monetary values of the habitats and ecosystem services of the designated areas concerned. For the proposed projects, based on the available facts, to predict further development and impact on a wider territory, in particular on the sites of the territorial system of reinforcing ecological stability of the landscape.
