Financing of delegated competences of municipalities in the Czech republic: Proposal of a performance model for financing selected activities performed within the social agenda in 2010-2018

Abstract:

Diplomová práce se zabývá financováním sociální agendy, kterou obce vykonávají v přenesené působnosti, a možnosti uplatnění výkonového modelu financování pro tyto činnosti. Cílem práce je ověřit následující hypotézu: Aplikace výkonového modelu financování je vhodná pro financování činností spadajících pod sociální agendu, kterou obce v přenesené působnosti vykonávají. Významnou část této agendy tvoří agenda sociální práce, jejíž financování je analyzováno v rámci praktické části. Současný systém financování sociální práce na obcích, který je od roku 2015 založen na financování prostřednictvím dotace, se vyznačuje pěti hlavními nedostatky, kterými jsou nesystémový charakter, administrativní náročnost, nízká a nejasná míra krytí, časté a nepředvídatelné změny v konstrukci dotace a existence a zvyšující se role institutu dofinancování. Všechny tyto nedostatky lze redukovat pomocí navrženého nového modelu financování. Stanovena hypotéza je ověřena částečně – navržený model není čistě výkonový, ale využívá prvky výkonového financování.

Abstract:

The diploma thesis concerns with the issue of financing of the social agenda, which the municipalities perform in the delegated competence, and the possibilities of applying the performance model of financing for these activities. The main aim of the thesis is to verify the following hypothesis: The application of the performance model of financing is suitable for financing activities performed within the social agenda, which the municipalities in the delegated competence perform. An important part of this agenda is the social work agenda, the financing of which is analyzed in the practical part of the thesis. Since 2015 the social work in municipalities has been financed mainly by a government subsidy. The current financing system is characterized by five main shortcomings: a non-systemic character of the subsidy, high administrative burden, low and unclear coverage of real cost, frequent and unpredictable changes in subsidy structure and the increasing role of the institute of so called co-financing. All these shortcomings can be reduced with the new proposed model of financing. The established hypothesis is verified only partially- the proposed model is not purely based on performance, but uses elements of performance financing.
