European external action service: process, actors and implications

Abstract:

The aim of this thesis is to analyze the process of setting-up the European External Action Service (EEAS). The thesis provides an assessment of the content and the process of drafting the EEAS and documents available stances of relevant institutional actors involved in this process. More specifically, this thesis aims to scrutinize attitudes of individual actors – i.e. Member States, respectively the Council, the European Commission and the European Parliament – on various aspects of the functioning and organization of a new diplomatic service. A special space is devoted to the analysis of positions of the Slovak Republic and Sweden which illustrate different attitudes of the Member States towards creating the EEAS. The analysis is based on assumptions of rational choice neo-institutionalism according to which the emergence of institutions at the European level can be explained in terms of securing added value to Member States through the benefits from institutional cooperation. In this context, the paper examines whether the outcome of negotiations is to promote more intergovernmental or supranational concept of a new diplomatic service. Accordingly, the thesis employs the method of process tracing in order to verify the main argument of the thesis, i.e. the final institutional setting and format of the EEAS substantially reflects the reassertion of Member States' interests.

Abstract:

Zámerom diplomovej práce je analýza procesu formovania Európskej služby pre vonkajšiu činnosť (ESVČ). Práca ponúka hodnotenie obsahu a procesu príprav návrhu zriadenia ESVČ a dokumentuje dostupné postoje zaangažovaných inštitucionálnych aktérov k obsahu návrhu. V práci sú konkrétne sledované pozície jednotlivých aktérov – t.j. členských štátov, resp. Rady, Európskej komisie a Európskeho parlamentu – k jednotlivým aspektom fungovania a organizácie novej diplomatickej služby. Osobitný priestor je v práci venovaný preskúmaniu pozícií Slovenskej republiky a Švédska, na základe ktorých sú ilustrované rozdielne postoje členských štátov k vytvoreniu ESVČ. Práca vychádza z predpokladov racionalistického neoinštitucionalizmu, podľa ktorého vznik inštitúcií na európskej úrovni možno vysvetliť z hľadiska zabezpečenia pridanej hodnoty pre členské štáty prostredníctvom ziskov z inštitucionálnej kooperácie. V danom kontexte práca skúma, či výstupom rokovaní je presadenie skôr medzivládnej alebo nadnárodnej koncepcie novej diplomatickej služby. Na zodpovedanie tejto otázky je využitá metóda rozboru procesu, prostredníctvom ktorej je verifikované hlavné tvrdenie práce, t.j. že výsledné nastavenie a podoba ESVČ podstatným spôsobom zohľadňuje realizáciu záujmov členských štátov.
