The role of a social worker in the care allowance department - an official or social worker?

Abstract:

Bakalářská práce se zaměřuje na výkon sociální práce v agendě příspěvku na péči, a pojednává o pracovním prostředí a podmínkách, které zasahují do každodenního rozhodování a činnosti sociálních pracovníků v této agendě. Cílem práce je tak analyzovat aktuální stav v problematice a identifikovat vnímání role sociálního pracovníka na oddělení příspěvku na péči optikou samotných pracovníků jako podkladu pro zlepšení efektivity práce a pracovního výkonu. Výzkumné šetření bylo realizováno strategií kvalitativního výzkumu, a to prostřednictvím polostrukturovaných rozhovorů se zaměstnanci kontaktního pracoviště (KoP) Úřadu práce v Teplicích, konkrétně s pěti sociálními pracovnicemi agendy příspěvku na péči. Z výzkumu bylo patrné, že před sociálními pracovníky úřadu práce vybraného pracoviště vyvstává palčivé dilema kvalita služby, nebo množství klientů, díky němuž se také sociální pracovníci v agendě příspěvku na péči vnímají spíše jako úředníci. Vlivem zvýšenému nárůstu klientů na jednoho pracovníka nemohou tito sociální pracovníci vykonávat sociální práci s klientem v potřebném rozsahu a dle svých představ. Možnosti upravit podmínky výkonu sociální práce, a to na základě navržených opatření, nejen na oddělení příspěvku na péči, spatřuji jako jeden z přínosů této práce. V odborné části práce bylo vhodně a účelně pracováno s analýzou legislativních a odborných dokumentů.

Abstract:

The bachelor thesis focuses on the performance of social work in the care allowance agenda, and discusses the working environment and conditions that interfere with the day-to-day decision-making and activities of social workers in this agenda. The aim of the thesis is thus to analyse the current state of affairs and to identify the perception of the role of a social worker in the care allowance department through the lens of the workers themselves as a basis for improving the efficiency of work and work performance. The research part was carried out through a strategy of qualitative research, through semi-structured interviews with employees of the contact workplace of the Labour office in Teplice, specifically with five social workers of the care allowance agenda. The research has shown that the social workers of the selected labour office have a pressing dilemma of the quality of the service, or a multitude of clients that also make social workers more likely to see themselves as officials in the care allowance agenda. Due to the increased increase in clients per worker, these social workers cannot perform social work with the client to the extent and according to their ideas. I see the possibility of adjusting the conditions of social work, based on the measures proposed, not just on the separation of care allowance, as one of the benefits of this work. In the professional part of the thesis was properly and effectively worked with the analysis of legislative and expert documents.
