Analysis of key lobbying actors influencing the attitude of the European institutions on the issue of regulation of mining shale gas in the European Union

Abstract:

V souvislosti s rozvojem těžby břidlicového plynu, ke kterému došlo v posledních letech v USA, se tento nekonvenční zdroj plynu dostává do popředí zájmů i v rámci Evropské unie. Těžba břidlicového plynu metodou hydraulického štěpení však s sebou nese určitá environmentální rizika, která vzbuzují značné obavy. Právě v souvislosti s těmito riziky se na půdě EU otevírá diskuze, zda je nezbytné zavést v této oblasti vyšší míru regulace či nikoliv. Jednotlivé instituce EU se nyní stávají cílem značných lobbistických tlaků, a to jak ze strany členských zemí, environmentálních NGOs, tak průmyslových společností, kteří se snaží jejich výsledný postoj k zavedení regulace ovlivnit. Především těmto zainteresovaným aktérům se věnuje tato diplomová práce. Cílem práce je prostřednictví dotazníkového šetření zjistit míru vlivu jednotlivých lobbujících aktérů, určit, kteří z těchto aktérů jsou těmi nejvlivnějšími, a zda se jedná, jak předpokládá stanovená hypotéza, o průmyslové společnosti a členské státy.

Abstract:

In connection with the development of shale gas, which occurred in recent years in the U.S., shale gas is gaining considerable interests of the European Union. Shale gas extraction by method hydraulic fracturing involves some environmental risks that give rise to serious concern. In connection with these risks, in EU is opening discussion about whether it is necessary to introduce greater regulation or not. EU institutions are becoming the target of considerable lobbying pressures by member countries, environmental NGOs and industrial companies which are trying to influence their final position on the implementation of regulation. These stakeholders are discussed in this thesis. Through the questionnaire, this diploma thesis tries to identify the most influential actors engaged in lobbying, and whether it is, as stated hypothesis assumes, industrial companies and Member States.
