The Effectiveness of the French nuclear deterrence after the Cold War

Abstract:

Druhý jaderný věk s sebou přinesl řadu specifik, s nimiž se každý stát musí vypořádat. Původní hra o dvou aktérech, USA a SSSR, se otevírá pro nesčetný počet hráčů. Ta nejproblematičtější skupina je však reprezentována tzv.darebnými státy, jenž velkou měrou usilují o posílení pozice nejen ve svém regionu, ale také na mezinárodní scéně. K dosažení tohoto cíle používají většinou nelegálních prostředků. Právem tak jsou tito aktéři považováni za jednu z nejvážnějších hrozeb dneška. Jisté ohrožení stability mezinárodní scény však může svým vnitropolitickým vývojem způsobit také Rusko. Zejména tedy vzestup neo-imperialistického myšlení v Rusku má značný potenciál ovlivnit samotnou ruskou zahraniční politiku, což by mohlo mít také negativní dopad na celkově fungující řád mezinárodního systému. Předložená diplomová práce by měla ukázat, jak se s touto novou výzvou vypořádala Francie, jejíž jaderný deterrent byl i v období studené války vystavěn na principu nezávislosti ve vztahu ke Spojeným státům. Hlavní pozornost bude kladena zejména na určení toho, zda je současný deterrent Francie efektivní vůči jejím potencionálním hrozbám, konkrétně tedy vůči Iránu, Rusku a Alžírsku.

Abstract:

The second nuclear age is characterized by many specifics, which each of the states has to deal with. The previous game of two players, the United States of America and the Soviet Union, is now open for a numberless player amount. The most problematic group is represented by rogue states, which attempt to strengthen their position not only in their region, but also in the international system. To achieve this goal they mostly use the illegal means. Rightly they are considered as the most serious current threat. Also Russia with its political development could break the weak stability of the international system. Especially the increase of new-imperialists could also influence the Russian foreign policy a lot, with the serious impact on the international system. The main aim of the thesis is to assess, how France has dealt with these new challenges. It should be answered whether the French nuclear deterrent is efficient in the face of its current threats, namely Iran, Russia and Algeria.
