Tato diplomová práce se zabývá ochranou obyvatelstva České republiky při hrozbě a vzniku mimořádných opatření, a dále se konkrétněji zaměřuje na osoby ve výkonu trestu odnětí svobody. Cílem práce je poskytnout čtenáři ucelený přehled o ochraně před mimořádnými událostmi a při jejich vzniku, a následně komparace ochrany obyvatelstva v bytovém domě versus v objektu věznice.
