External EU Activity, common foreign, defence and security policy of EU

Abstract:

Anotace Vnější činnost Unie je téma, které se v poslední době stává čím dál tím víc aktuálnějším, a proto se stalo tématem mé bakalářské práce. Cílem této práce bylo zmapovat historický vývoj vnější činnosti Unie od počáteční myšlenky, zaměřené především na otázku společné zahraniční a bezpečnostní politiky a i společné obranné politiky, až po současnost, která je popsána na příkladu Libye, dále se podívat na shrnutí dané problematiky v základních dokumentech EU, a to v Smlouvě o Evropské Unii a Smlouvě o fungování Evropské Unie, které obsahují velikou část zaměřenou na tuto problematiku, a zároveň poměrně srozumitelným způsobem definují nejdůležitější myšlenky. Mým záměrem v této oblasti bylo daná ustanovení podrobněji rozepsat a dát jim konkrétnější rámec, nebo poskytnout náhled i na jiné části Smluv, které jsou s tématem mé práce spjaty. Dále je předmětem bakalářské práce samotné institucionální zajištění výkonu této politiky a společné obranné politiky, jakožto jejich financování a základní myšlenky obsažené v evropských bezpečnostních strategiích a v evropské obranné agentuře. Část práce je také věnována aktuální problematice. V poslední kapitole je nejvíce prostoru poskytnuto současnému vývoji v Libyi, kde měla možnost EU zasáhnout jako celek, ale také jsou zde rozebrány tři, ať už politické, vojenské i jiné, zahraniční operace EU, v nichž sehrála důležitou roli.

Abstract:

Annotation EU's external action is a topic that has recently become increasingly more actual, and therefore became the theme of my thesis. The aim of this study was to explore the historical development of EU external action, from initial idea, focusing primarily on the question of common foreign and security policy, and even a common defense policy, to the present, which is described on the example of Libya, then look at the summary of the issues in the basic EU documents, In the Treaty on European Union and the Treaty on the Functioning of the European Union, which contain large part focused on this issue, and also quite understandable identifying the most important ideas. My intention in this area have been broken down in detail the provisions and give them a specific framework, or provide insight to other parts of contracts that are the subject of my work related. It is itself the subject of thesis institutional arrangements for enforcement of this policy and common defense policy, as their funding and basic ideas of the European security strategies in the European Defence Agency. Part of this work is also focused on current issues. The last chapter is the most space given recent developments in Libya, where it was able to hit the EU as a whole, but also are discussed, three, be they political, military and other foreign operations of the EU, which played an important role.
