Evaluation of investment incentives in the industrial zone Triangle

Abstract:

Bakalářské práce se zabývá systémem poskytování investičních pobídek a vyhodnocením jejich efektivnosti v průmyslové zóně Triangle ve vztahu k nově vytvořeným pracovním místům. Efektivnost byla určena na základě porovnání získaných investičních pobídek investorů vstupujících do průmyslové zóny a skutečně vytvořených pracovních míst. Jako další ukazatel je v práci použit výpočet doby návratnosti vybudování samotné průmyslové zóny. Třetím ukazatelem je pak porovnání přislíbených investic ze strany investorů, v době předkládání žádosti o investiční pobídky a investic reálně vytvořených. Provedenými výpočty se podařilo zjistit, že systém investičních pobídek, respektive pracovní místa v průmyslové zóně Triangle, prostřednictvím nich vytvořená efektivní nejsou. Vytvoření jednoho pracovního místa totiž stát přijde v průměru na 4 431 mil. Kč. Na základě těchto zjištění by vláda při řešení politiky zaměstnanosti měla využít i jiných nástrojů, které nebudou z tak velké míry zatěžovat rozpočet, který vytváří především daně obyvatel České republiky.

Abstract:

The Bachelor's thesis deals with the system of investment incentives and evaluating their effectiveness in the Triangle industrial zone with relation to the newly created job positions. Effectiveness was determined based on comparison of the investment incentives; which investors entering the industrial zone received; with the actual amount of job positions created. The second indicator used in the Bachelor's thesis is the calculated return on investment of building an industrial zone. The third indicator is comparison of the promised investment by investors at the time of application submission with the actual made investments. These calculations discovered that the system of investment incentives, or job positions in the Triangle industrial zone created by this system, are not effective. Creation of one job position cost the country approximately 4 421 mil. CZK. Based on these findings the government should use different tools in tackling unemployment; tools which would not burden the state budget, which is mainly based upon taxation of the Residents of Czech republic.
