Technocracy in the Era of Perestroika and Glasnost

Abstract:

Poslední roky existence Sovětského svazu pro tamní politický systém a společnost představovaly období radikálních změn a reforem, pro než se vžily pojmy perestrojka a glasnosť. Liberalizace způsobená těmito reformami ovlivnila také charakter tehdejšího režimu, který během předchozí vlády L. Brežněva vykazoval technokratické tendence. Tato bakalářská práce se primárně zabývá tím, jak liberalizační procesy v rámci perestrojky a glasnosti pozměnily výchozí technokratický charakter tohoto režimu. V první části jsou definovány skutečnosti, které prokazují důraz na technokratické principy a vědeckotechnickou revoluci v období L. Brežněva. Druhá část poskytuje informace o přístupech k teorii liberalizace a demokratizace pro definování základních vzorců chování jednotlivých aktérů. Třetí a poslední část práce poté analyzuje průběh reforem M. Gorbačova se zaměřením na to, jak tyto reformy ovlivnily zmíněné technokratické tendence.

Abstract:

The last years of Soviet Union's existence represented a period of radical reforms and changes, which are widely known as perestroika and glasnost. The liberalization caused by these reforms also affected the form of regime, which inclined towards technocracy during previous L. Brezhnev's rule. This bachelor's thesis primarily deals with ways of how liberalization processes within perestroika and glasnost modified the default technocratic nature of the regime. The first part of this thesis presents facts, which prove a presence of emphasis on technocratic principles and scientific-technological revolution in the period of L. Brezhnev. The second part provides information about approaches to the theory of liberalization and democratization in order to define basic behavioral patterns of individual participants. The third and final part of this thesis then analyzes the course of M. Gorbachev's reforms, focusing on how they influenced mentioned technocratic tendencies.
