Political cycle and government expenditures in the Netherlands

Abstract:

Bakalářská práce se zabývá existencí politicko-ekonomického cyklu v Nizozemsku. V první části práce je popsán politicko-ekonomický cyklus. Nejprve je uveden jeho vývoj z historického pohledu, je vysvětleno, proč dnešní ekonomové přecházejí spíše k teorii politicko-rozpočtového cyklu a následně jsou rozebrány vybrané studie politicko-rozpočtového cyklu, které budou sloužit jako východisko pro praktickou část této práce. Praktická část práce obsahuje analýzu vládních výdajů v období od roku 1960 do roku 2017. V jednotlivých analýzách je rozlišováno mezi celkovými vládními výdaji a vládními výdaji na spotřebu. Do modelů jsou dále přidány kontrolní proměnné a dummy proměnné. Na základě analýzy je zkoumán vliv politicko-rozpočtového cyklu na hladinu vládních výdajů v Nizozemsku. K empirické analýze je využita metoda OLS. Výsledky analýzy neidentifikovaly žádný statisticky významný náznak existence politicko-rozpočtového cyklu v Nizozemsku, a to především díky vysoké kvalitě fiskálních institucí a fiskální transparentnosti.

Abstract:

The work deals with the political cycle in the Netherlands. In the first part of the work, the political-economic cycle is described, from a theoretical point of view. At first, the development of the political-economic cycle from a historical point of view is described, then an explanation of why present economists are leaning towards the theory of the political budget cycle is added and then the studies of political budget cycle, which has been chosen, is analysed. That is used as a basis for the practical part of the work. The practical part includes an analysis of the annual timeline of government expenditures from 1960 to 2017. An effect of the political budget cycle on an amount of government expenditures in the Netherlands is examined according to the timeline. The OLS method was used for empirical analysis. The results of the analysis do not show any statistically important indications of the existence of the political budget cycle in the Netherlands. That is caused mostly by the high quality of fiscal institutions and fiscal transparency.
