Kosovo and the EU - protectorate or partnership?

Abstract:

Práce pojednává o vztazích Kosova a Evropské unie a to za účelem zjistit, zda se tyto vztahy podobají spíše protektorátu nebo partnerství. Autor v první části práce definuje pojem "partnerství" a pojem "protektorát", přičemž tato vymezení pojmů slouží k analýze vztahů Kosova a EU. Vzheledem k nepoměru (ekonmickému apod.) EU a Kosova se jejich vztah nedá nazvat partnerstvím ve smyslu strategického partnerství, avšak známky určitého druhu partnerství jsou patrné. Cílem Kosova je evropská integrace a v současné době se nachází v procesu stabilizace a přidružení, jehož nástrojem je evropské partnerství pro Kosovo. Na území Kosova je přítomna unijní mise EULEX, která má však spíše poradní charakter, než že by představovala správu Kosova, z čehož vyplývá, že vztah EU a Kosova nevykazuje známky protektorátu.

Abstract:

This paper examines the relations between the EU and Kosovo, their nature and mutual relations in order to reach the conclusion whether the relations between these entities are rather closer to the protectorate conception or can be characterized rather as partnership on the basis of the recent development in Kosovo. The conclusion based on the analysis of EU and Kosovo relations is that the EU does not act on Kosovo in the role of protector, but rather adviser and mentor more. However, Kosovo is not a partner within the meaning of the EU strategic partnership, e.g. Kosovo cannot offer the same level of cooperation as EU to it, the EU cannot get noticeable benefits. However, Kosovo is a potential candidate country for EU accession and is supported by the Union in the framework of the Stabilization and Association Process, whose instrument is the European Partnership for Kosovo. Therefore I conclude that Kosovo has with the EU an exclusive relationship where both parties are interested in close cooperation, however, certain restrictions apply.
