The taxation of tobacco products in the Czech Republic and the surrounding countries

Abstract:

Cílem bakalářské práce je porovnat zdanění tabákových výrobků v ČR a okolních zemích. První kapitola se zaměřuje především na popis spotřebních daních. Část této kapitoly je věnována historii spotřebích daní a následně jejich harmonizaci. Druhá kapitola již pojednává o tabákových výrobcích a způsobu jejich zdanění. Třetí kapitola zahrnuje charakteristiku rozdílného zdanění tabákových výrobků v ČR a okolních zemích. Je zde podrobněji rozebrán nejdůležitější legislativní dokument týkající se zdanění tabákových výrobků a to Směrnice Rady 2011/64/EU. Obsahem této kapitoly je také grafické znázornění vztahu mezi cenou krabičky cigaret a výší spotřební daně ve vybraných zemích. Dále je ve třetí kapitole zobrazeno i porovnání zdanění tabáku ke kouření v těchto státech. Poslední kapitola je věnována experimentu s krabičkami cigaret z České republiky, Slovenska a Polska. Výsledkem experimentu je vhodné stanovení ekvivalentu pro zdanění cigaret a tabáku ke kouření.

Abstract:

The aim of this bachelor thesis is to compare the taxation of tobacco products in the Czech Republic and the surrounding countries. The first chapter is focused on the description of excise duties. Part of this chapter points at history of excise duties and its harmonization. The second chapter is concentrated on tobacco products and the way of its taxation. The third chapter provides an insight view on the characteristic of different taxation of tobacco products in the Czech Republic and surrounding countries. The crucial part of this chapter is the description of Council Directive 2011/64/EU. This chapter contains also graphs of relations between the price of pack of cigarettes and the consumption tax in the selected countries. The comparison with the taxation of fine cut tobacco is included too. The last part of my bachelor thesis contains an experiment with the pack of cigarettes from the Czech Republic, Slovakia and Poland. The result of the experiment is a determination of the equivalent for taxation of cigarettes and fine cut tobacco.
