Institutionalized Liberalization and Regulation of International Trade

Abstract:

Cílem této diplomové práce je odhalení motivů, které ovládají scénu institucionalizované liberalizace a dovolené míry ochrany regulované v systému Světové obchodní organizace (WTO). Pro zodpovězení této otázky jsou nejprve analyzovány ekononomicko-teoretické argumenty. V rámci ekonomické argumetnace je zvláštní pozornost věnována doktríně svobodného trhu a teorii komparativních výhod. Další část práce je věnována Bretton-Woodské konferenci, Bretton-Woodskému měnovému systému, ale také systemu institucí vč. náhledu na GATT – Všeobecnou dohodu o obchodu a clech. Kromě krátkého popisu, část této práce pojednává o možnostech spolupráce WTO, Světové banky (IBRD) a Mezinárodního měnového fondu (IMF) s ohledem na jejich agendy, cíle, a technické možnosti. Odhad dopadů právních aktů (ekonomická analýza práva) je předmětem poslední části práce, která se zaměřuje na motivy a metody regulace mezinárodního obchodu, označované jako ochranná opatření. V diplomové práci jsou rozlišeny “Policy analysis” a “Political economy” jako dva různé přístup k analýze práva. Součástí práce je také jednoduchá analýza dopadu uvalení cel a kvót, které omezují spotřebu a zvyšují ceny na trhu.

Abstract:

The aim of this thesis is to open up motives, which control the scene of the institutionalized liberalization and permitted level of protectionism regulated by World Trade Organization (WTO). In order to answer these questions I offer firstly an argument of economics theory (background). In the framework of economic argumentation the space is offered namely the doctrine of free market economies and comparative advantage theory. Next part of the thesis is devoted to the Bretton-Woods conference and it's the monetary system, but also system of institutions, and GATT – General Agreement on Tariffs and Trade. Besides a short description, a part of this thesis is a short muse about the capabilities of cooperation of WTO, the International Bank for Reconstruction and Development (IBRD) and the International Monetary Fund (IMF) in regards to goals and technical opportunities. In the last section in this thesis, I focused on the methods of regulation international economies – so called protective measures. Estimation of effects of legal acts (economic analyses of law) is subject at the last part of thesis too. In the text of the thesis “Policy analysis” and “Political economy” is distinguished. The thesis shows on the simple example that implementation of tariffs limits consumption and will raise price on the product market.
