The specific impact of the amendment of the new Building Act (valid from 1.1.2013) on practice builders and building offices with a proposal recommending best practices for selected types of buildings

Abstract:

Bakalářská práce vyhodnocuje rozdílné postupy povolování vybraných typů staveb dle stavebního zákona před platností novely (do 1. 1. 2013) a od platnosti novelizovaného znění, a dále jejich dopady na praxi stavebníků a stavebních úřadů. Pomocí simulace povolování tří vybraných vzorových typů staveb porovnává rozdíly ve správním řízení, tj. jejich výhody a nevýhody, a přehled časových termínů od podání návrhu po jeho povolení. Zároveň je práce zaměřena na vyzdvihnutí případných problémů při povolovacím procesu a návrhy jejich řešení.

Abstract:

This bachelor thesis evaluates different procedures of permitting representative types of buildings according to the building law before the amendment (until 1st January 2013) and after the amendment´s legal force. The thesis also evaluates the effect of the procedures on the practice of builders and building authorities. Using a simulation of permitting three representative types of buildings the thesis compares differences in the administrative procedure (its advantages and disadvantages) and in the time overview from filling a proposal to its permission. The thesis is also focused on emphasizing of potential problems in the permitting process and on suggestions of their resolutions.
