Lions in the tall grass: French Counterinsurgency strategy

Abstract:

Diplomová práce zkoumá současnou francouzskou counterinsurgency strategii uplatňovanou v oblasti Sahelu. Analýza strategie aplikované v rámci současné counterinsurgency operace Barkhane, namířené proti terorismu a pašeráctví, je založena na studiu francouzských operací v Indočíně, Alžírsku a operace Serval v Mali. Dalším zdrojem jsou díla D. Galuly a R. Trinquiera. Tyto příklady slouží k identifikaci nových prvků strategie a k identifikaci dlouhodobých trendů. Operace Barkhane, probíhající na území pěti států Sahelu, tzv. zemí G5, konstituuje dlouhodobý závazek Francie bojovat proti bezpečnostním hrozbám v oblasti, a to za využití znalostí místního terénu, znalosti pouštního boje a za podpory místních vlád a místního obyvatelstva. Prozatímní úspěšnost strategie založené na předsunutých základnách a malých mobilních jednotkách je zajištěna díky spolupráci s místními ozbrojenými složkami a francouzskými partnery mimo kontinent. Přes závazek dlouhodobé přítomnosti se Francie pokouší vytvořit přijatelnou exit strategii, a to v podobě nové mise zemí G5. Hlavním problémem operace Barkhane je absence politického cíle a komplexní dlouhodobé strategie pro oblast Sahelu.

Abstract:

The present Master´s thesis examines current French counterinsurgency strategy exercised in the Sahel region. Analysis of the strategy of the current counterinsurgency Operation Barkhane which aim is to target terrorism and smuggling is based on the study of French operations in Indochina, Algeria and operation Serval in Mali. Another source of the analysis is the work of D. Galula and R. Trinquier. These examples serve to identify new aspects of the strategy and to identify long-term trends. Operation Barkhane conducted on the territory of five countries of the Sahel region that are known as G5 countries constitutes a long-term commitment of France to combat security threats in the region while using knowledge of local terrain and desert combat experience and relying on the support of local governments and populations. So far, the success of the operation based on a system of advanced military bases and small mobile units is guaranteed through cooperation with local armed forces as well as French partners outside of the continent. Despite the commitment of long-term military presence, France sought to formulate an acceptable exit strategy that might have a form of the G5 mission. The main issue of Operation Barkhane is the absence of political goal as well as a long-term comprehensive strategy for the Sahel region.
