Municipal administration in Louny in the 16. and 17. century

Abstract:

Cílem mé bakalářské práce je podrobně a přehledně popsat vývoj městské správy ve městě Louny v 16. a 17. století. V 16. a 17. století působily v lounské městské správě dvě samosprávné komory, a to konšelé a obecní starší. Členové těchto komor se střídali ve funkci purkmistra a spolu tvořili městskou radu. Městská rada měla ve svých kompetencích kromě všeobecné správy města i výkon jurisdikce, včetně hrdelního soudnictví. Vedle městské rady postupně vznikaly i jiné vedlejší úřady či komise, jejichž úředníci pracovali zpravidla v terénu. Jedním z takových úřadů v Lounech byl od 14. do 18. století úřad perkmistrovský, který měl mezi ostatními úřady zvláštní postavení. Perkmistři byli úředníci se specifickými znalostmi. Hlavní náplní jejich práce byla především starost o vinice či sporné soudnictví zabývající se polohou a výměrou pozemků. Ve městě byla dále obsazována funkce městského rychtáře, který zpravidla dohlížel na bezpečnost a kriminalitu. Roku 1548, po porážce stavovského odboje, byla zavedena také funkce královského rychtáře, který zastával zájmy krále, kontroloval správu města a městské hospodaření. Nejdůležitějším mezníkem ve vývoji státní správy, který bezesporu ovlivňoval městskou správu, byl rok 1618-1620, kdy po porážce českých stavů přišli k moci Habsburkové a vzrostla moc panovníka. Skončilo tak stavovské období a začalo dlouhé období feudálního absolutismu.

Abstract:

The aim of my bachelors project is detailed and clearly description concerning the evolution of the municipal government in the 16th and 17th century in the city of Louny. There were figuring two self - governing chambers the councillors and the municipal elders at that time. The members of these chambers alternated in the role of burgomasterand formed together the city council. Apart from the general administration also the performance of jurisdiction including executions have been managed by the city council. Besides the City Council there were forming gradually other minor offices or committees whose officers generally worked in field. One of such offices called perkmasters office was in Louny from 14th - 18th century, which had among the other authorities a special position. Perkmasters were officials with specific knowledge. The main parts of their work were mainly concerned about the vineyard management or the judiciary dealing with the dispute location and acreage of the land. The town was also assigning a role of city reeve, who generally oversaw the city safety and crime. In 1548, after the defeat of the uprising of the estates, was also introduced a role of the royal reeve, who held the interests of the king, controlled the city administration and city management. The most important milestone in the development of state administration, which certainly influenced the city administration, was the year of 1618-1620, when after the defeat of the czech estate came to power the Habsburgs and the sovereign power start growing. Estate epochended and a long period of feudal absolutism begins.
