Governance of social inclusion, population ageing and their influence on the budget of Ostrava

Abstract:

Aktuálním problémem původně silně industrializovaných měst nejvyspělejších zemí světa je jejich depopulace, která má celou řadu ekonomických, sociálních, environmentálních příčin a důsledků. Tato populačně a fyzicky nerostoucí města nazýváme smršťujícími se městy, přičemž významnými průvodními jevy jsou intenzivní procesy stárnutí populace, intenzifikace sociálně-prostorové polarizace a tvorby sociálně vyloučených lokalit. Na tuto vznikající problémovou situaci reagují politické rozhodovací a implementační struktury (governance) a generují politické iniciativy. Jak depopulace, tak i politické reakce na její příčiny a důsledky mohou mít dopad na rozpočet měst. Cílem disertační práce v oboru politická a kulturní geografie je popis a zhodnocení dopadů politik či politických iniciativ, které jsou generovány specifickými strukturami governance, a to ve dvou tematických oblastech stárnutí populace a sociální inkluze ve smršťujícím se městě Ostrava v období let 1990 - 2014. K naplnění cílů práce byly užity metody kvantitativního i kvalitativního výzkumu (analýzy dat ze SLDB analýzy dokumentů a semi-strukturované rozhovory). Výstupem jsou dvě případové studie popisující a hodnotící politiku sociální inkluze a část sociální politiky řešící výzvy spojené se stárnutím populace, a vyhodnocení vlivu procesů doprovázejících smršťování města (depopulace, stárnutí populace, sociální exkluze) na rozpočet města Ostravy. V závěru jsou shrnuty a do širšího kontextu zasazeny parciální závěry případových studií s tím, že se nepotvrdil významný vliv depopulace, stárnutí obyvatel a sociální exkluze na velikost rozpočtu města.

Abstract:

A current problem of originally heavily industrialized cities in the most developed countries of the world is their depopulation, which has a whole range of economic, social, environmental causes and consequences. These cities which are not growing both in terms of population and physically as well are called shrinking cities, with major phenomena being intensive processes of demographic ageing, intensification of socio-spatial polarization and formation of socially excluded localities. Political decision-making and implementation structures (governance) react to this emerging problematic situation and generate political initiatives. Both depopulation and political reactions to its causes and consequences may affect the budget of cities. The aim of the dissertation in the field of political and cultural geography is to describe and to assess the impact of policies or political initiatives generated by specific structures of the governance, specifically in two thematic areas of population ageing and social inclusion in the shrinking city of Ostrava in the period of 1990 - 2014. To attain the aims of the paper, methods of quantitative as well as qualitative research were applied (an analysis of the Census data, analyses of documents and semi-structured interviews). The outcome is two case studies describing and assessing the policy of social inclusion and the part of social policy addressing the challenges connected with population ageing, and an evaluation of the impact of processes accompanying shrinking of cities (depopulation, population ageing, social exclusion) by means of budgets of Ostrava city. The conclusion summarizes partial findings of the case studies, setting them in a broader context, whereas no significant influence of depopulation, population ageing and social exclusion on the city's budget has been confirmed.
