AI and Social Networks – the Sang or Curse of Liberal Democracy?

Abstract:

Ve všech sférách veřejného života, politice a ekonomice hrají informace poskytované médii klíčovou roli při formování názorových postojů a následného jednání. Tato práce hledá odpověď na výzkumnou otázku, zda sociální sítě společně s umělou inteligencí posilují a kvalitativně dlouhodobě mění trendy politické komunikace a propagandy dřívějších masmédií. Komparací klíčových charakteristik sociálních sítí a televize identifikuje rizikový potenciál vznikající vyosením systému politické konkurence a podkopávání principů právního státu. Zároveň shrnuje klíčové faktory a celkovou dynamiku sociálních sítí, které mají zásadní vliv na masmediální komunikaci. Přestože práce identifikuje minimálně čtyři klíčové oblasti podílející se na vytváření současné nerovnováhy v oblasti masmediální komunikace, otevírá zároveň další otázku potenciálního rizika plynoucího ze sběru a ukládání dat občanů soukromými nadnárodními společnostmi a související kumulaci moci. V závěru pak práce navrhuje pět základních doporučení směřujících ke stabilizaci a vyvážení pravidel aplikovaných v oblasti masmediální komunikace na sociální sítě.

Abstract:

In all spheres of public life, politics and economics, information provided to the media plays a key role in shaping attitudes and subsequent actions. This thesis seeks an answer to the research question whether Social Network together with Artificial Intelligence strengthen and qualitatively change the trends of political communication and propaganda of former mass media. By comparing the key characteristics of the social networks and television, it identifies the risk potential arising from the misalignment of the system of political competition and the undermining of the principles of the rule of law. At the same time, it summarizes the key factors and overall dynamics of social networks that have a major impact on mass media communication. Although the thesis identifies at least four key areas involved in creating the current imbalance in mass media communication, it also raises another question of the potential risk arising from the collection and storage of citizens' data by private multinational companies and the related accumulation of power. In conclusion, the thesis proposes five basic recommendations aimed at stabilizing and balancing the rules applied in the field of mass media communication to social networks.
