Risk Analysis of a Biogas Plant Using the LOPA Method

Abstract:

Teoretická část práce se zabývá obecným popisem a technologií bioplynových stanic a výčtem uveřejněných nehod, které se na nich v minulosti odehrály. Práce popisuje legislativu prevence závažných havárií v České republice i v Evropské unii. Dále práce zabývá analýzou rizika, jejími jednotlivými kroky a vybranými nejčastějšími metodami analýzy rizika. Část práce je věnována popisu zveřejněného návrhu na metodu analýzy rizika bioplynových stanic z italské univerzity. K metodě je přiložen komentář autorky a navrhnutí postupu analýzy rizika do praktické části s využitím metody LOPA. Praktická část se zabývá odpovědí na vybrané tři výzkumné otázky, které se týkají přijatelnosti rizika bioplynové stanice z hlediska okolních obyvatel, majitele provozu a pracovníků na provozu. V praktické části jsou využity představené metody analýzy rizika společně s metodou LOPA, která se prokáže jako vhodná pro analýzu rizika bioplynových stanic. Postup a výsledky jsou diskutovány.

Abstract:

The theoretical part of the thesis deals with a general description and technology of biogas plants and presents selected published accidents that have occurred at biogas plants in the past. The thesis describes the legislation for the prevention of major accidents in the Czech Republic and in the European Union. Furthermore, the thesis deals with risk analysis, its steps and selected the most common methods of risk analysis. Part of the thesis is devoted to the description of the published proposal for the method of risk analysis of biogas plants from Italy. The method is accompanied by the author's comment and proposing a risk analysis method for the practical part using the LOPA method. The practical part searches for answer to three research questions concerning the acceptability of the biogas plant risk from the point of view of the surrounding population, the owner of the plant and the workers on the plant. In the practical part, the presented methods of risk analysis are used together with the LOPA method, which proves to be suitable for the risk analysis of biogas plants. The approach and results are discussed.
