Analysis of the opinions of the population of the Czech Republic on the introduction of carbon tax

Abstract:

Bakalářská práce se věnuje podpoře zavedení uhlíkové daně v České republice. První část práce si klade za cíl souhrnně pojmout problematiku uhlíkové daně od příčin potřeby jejího zavedení až po dosavadní výzkum v oblasti vlivů působících na přijatelnost zdanění uhlíku. Zaměřuje se na řešení negativní externality vznikající budoucím generacím z důvodu globálního oteplování a identifikaci hlavních vnímaných negativit daně z uhlíku, které vedou k odporu jejího zavedení. Dále se práce věnuje identifikaci faktorů ovlivňující přijatelnost nástrojů politik, a to jak osobních charakteristik, tak atributů politik a konkrétních forem navržených nástrojů. V další části jsou představeny preferenční logitové modely využité v ekonometrické analýze a data použitá pro analýzu. Výsledky analýz a diskuse práci uzavírají. Cílem práce je analyzovat vliv faktorů politiky na přijatelnost uhlíkové daně jako jedné z možných forem řešení problému globálního oteplování a nalezení jejího vhodného nastavení v České republice. Zjišťuji, že Češi jsou ochotni přijmout uhlíkovou daň, která by zvýšila jejich měsíční náklady až o 1 655 Kč v případě, že by vyvolané náklady byly distribuovány podle emisí a dodatečné příjmy byly využité na vylepšení veřejných služeb. Identifikuji také tři různé segmenty v populaci, u kterých se výrazně liší preference pro mitigační politiku a zavedení uhlíkové daně zvláště.

Abstract:

The bachelor thesis deals with the support of the introduction of a carbon tax in the Czech Republic. The first part of the thesis aims to summarize the issue of carbon taxation from the causes of the need for its introduction to the current research in the field of effects influencing the acceptability of carbon taxation. It focuses on the solutions of the negative externalities arising for future generations due to global warming and identification of the main perceived negatives of the carbon tax that lead to resistance to its introduction. Furthermore, the work deals with the identification of factors affecting the acceptability of policy instruments, both personal characteristics, and attributes of policies and particular forms of the proposed instruments. The next part presents the logistic probability models used in econometric analysis and the data used for the analysis. The results of analyzes and discussions conclude the work. The goal of this work is to analyze the influence of policy factors on the acceptability of the carbon tax as one of the possible forms of solving the problem of global warming and to find its appropriate setting in the Czech Republic. I find out that Czechs are willing to accept a carbon tax that would increase their monthly costs up to CZK 1,655 if the costs incurred are distributed according to emissions and additional revenues are used to improve public services. I also identify three different segments in the population for which the preferences for mitigation policy and the introduction of a carbon tax, in particular, differ significantly.
