Specifics of implementation of managerial functions in terms of regional and municipal authorities.

Abstract:

Tato bakalářská práce se věnuje specifikům spojenými s realizací manažerských funkcí v prostředí krajských a obecních úřadů. Práce obsahuje teoretickou a praktickou část. V teoretické části je kladen důraz na vymezení základní problematiky spojené s podstatou managementu, jeho napojení na veřejný sektor a jeho funkce a specifika. Následuje menší exkurz do manažerských funkcí obou sektorů, analýza základů veřejné správy a identifikace modelů jejího řízení, a s tím související vymezení působnosti správních úřadů a uvedení nových moderních přístupů ve veřejné správě. Praktická část vymezuje a hodnotí specifika spojená s realizací manažerských funkcí v krajských a obecních úřadech a dále zdůvodňuje, z čeho tato specifika vycházejí. Obě kapitoly teoretické části obsahují pro lepší přehlednost svá shrnutí.Výstupy z praktické části jsou představeny v závěru, kde jsou zanalyzovány a porovnány teoretická východiska a výsledky výzkumu. Následně jsou skrze ně hledány odpovědi na problematiku zlepšení manažerských funkcí ve veřejné správě a vypracovány obecná doporučení.

Abstract:

This bachelor's thesis is dedicated to the specifics involved in the implementation of managerial functions in the environment of regional and municipal authorities. The thesis contains a theoretical and practical part. In the theoretical part, the focus is on defining the underlying issue associated with the nature of management, its connection to the public sector and its functions and specifics. Then follows a minor excursion into the management functions of both sectors, an analysis of the foundations of public administration and the identification of its governance models, and the related demarcation of the scope of administrative offices and the introduction of new modern approaches in public administration. The practical part defines and evaluates the specifics associated with the implementation of managerial functions in regional and municipal offices and further substantiates what those specifics are based on. Both chapters of the theoretical section contain summaries for better clarity. Outcomes from the practical part are presented in the conclusion, where the results of the research are analysed and compared. Following this, answers to the issue of managerial functions in public sector are sought and recommendation were made.
