Abstract:

Práce pojednává o e-governmentu jako o pojmu a zaměřuje se nejen na autentizaci osob a dokumentů, které jsou součástí e-governmentu, ale i na ty, které se užívaly před jeho zavedením. Dále se věnuje elek-tronickým volbám, a to i s nahlédnutím do jiných států, které mají s e-volbami zkušenosti. Autor v práci shrnuje chystanou právní úpravu volebního systému v České republice, a zároveň navrhuje vlastní změ-ny ve volebním systému ČR. Stěžejní částí této práce je otázka působení ústavních pravidel a principů na e-government a jeho zmíněné části.

Abstract:

This thesis deals with the e-government as a concept and focuses not only on the authentication of persons and documents, which are and obvious part of the e-government, but also on those, which were used before their implementation. Furthermore, the thesis works with the e-voting even in other countries which have longer experience with the e-voting. The author summarizes the forthcoming legislation of the Czech voting system while suggesting his own possible changes in the voting system. The key part of this thesis is the issue of affecting the e-government and its parts through constitutional rules and principles.
