Private Security Agencies in the European Union

Abstract:

Bakalářská práce se zabývá soukromými bezpečnostními agenturami v Evropské unii. Práce zkoumá vývoj regulace těchto subjektů od roku 2011 do roku 2018 a porovnává stav v obou letech na základě pěti doporučení vypracovaných v rámci studie The Role of Private Security Companies (PSCs) In CSDP Missions and Operations. První teoretická část práce se věnuje problematice privatizace bezpečnosti a jejím charakteristikám. Dále vymezuje soukromé bezpečnostní agentury jakožto klíčové aktéry na poli privatizace bezpečnosti. Následuje praktická část, která porovnává stav regulace v letech 2011 a 2018 ve čtyřech oblastech. Oblastmi jsou: definování bezpečnostních a vojenských služeb, minimální standardy pro soukromé bezpečnostní agentury pro vnitřní trh EU, společné pokyny pro najímání soukromých bezpečnostních agentur a kontrola exportu služeb těchto subjektů. Závěr práce pak hodnotí, zda Evropská unie učinila kroky doporučované v rámci výše zmíněné studie.

Abstract:

The bachelor’s thesis studies private security agencies in the European Union. The thesis studies the evolution of regulation of these subject from 2011 to 2018 and compares the situation in both years based on five recommendations from the "The Role of Private Security Companies (PSCs) In CSDP Missions and Operations" report. The first theoretical part of the thesis concerns privatization of security and its characteristics. Furthermore circumscribes private security agencies which are the key actors in the field of privatization of security. The theoretical part is followed by the practical part that compares the situation of regulation in 2011 and 2018 in four aspects. The aspects are: defining security and military services, minimal standards for private security agencies on the internal market of the EU, common guidelines for contracting private security agencies, and control of export of private security agencies‘ services.
