Mandatory expenses of the Czech Republic, their structure and development

Abstract:

Bakalářská práce pojednává o mandatorních výdajích České republiky, protože tato oblast veřejných financí je v posledních letech velmi diskutovaným tématem. Mandatorní výdaje spotřebovávají velkou část příjmů, a to vede k prohlubování deficitu státního rozpočtu a zadlužování státu. Cílem této práce je poskytnout čtenáři ucelený pohled na tuto oblast výdajů. První část práce tvoří rozdělení mandatorních výdajů na zákonné a ostatní mandatorní výdaje a charakteristika jejich vybraných položek. Praktická část se zabývá rozborem vývoje mandatorních výdajů v letech 2005-2009 a identifikací příčin růstu. Věnuji se především zákonným mandatorním výdajům, protože tyto výdaje zatěžují státní rozpočet především. V poslední kapitole je ponechán prostor problematice dávek důchodového pojištění. Úsporná opatření především v oblasti sociálních transferů by měla vést do budoucnosti k vytvoření stabilní ekonomiky, která bude schopna splácet státní dluhy.

Abstract:

The Bachelor thesis deals with the mandatory expenses of the Czech Republic, which has become a widely discussed subject in the area of public expenses. Mandatory expenses consume a large portion of the income of the Czech Republic, which leads to a deepening of the state budget deficit and state debts. The purpose of this thesis is to provide the readers with a survey of this area of expenses. The first part of the thesis contains a division of mandatory expenses to legal and other mandatory expenses and a characterization of selected expense items. The practical part deals with an analysis of the development of mandatory expenses between 2005-2009 and identification of the causes of growth. The work focuses especially on legal mandatory expenses, since these constitute the greatest burden on the state budget. The last chapter is dedicated to the area of retirement income insurance. Economy measures especially in the area of social transfers should lead to a stable economy capable of paying state debts.
