Accounting of municipalities

Abstract:

Diplomová práce se zabývá problematikou účetnictví obcí a jejich přezkoumání hospodaření. Cílem této práce je porovnat přístup auditora a krajského úřadu k přezkoumání hospodaření a zjistit hlavní rozdíly mezi těmito dvěma přístupy. První kapitola definuje veřejný sektor a jeho části. Druhá kapitola je věnována rozpočtové soustavě v ČR. Další, třetí kapitola se zaobírá kontrolou ve veřejné správě, která probíhá podle zákona o finanční kontrole. Ve čtvrté kapitole jsou popsány specifické oblasti účetnictví územních samosprávných celků a jejich účtování. Další kapitola se poté věnuje přezkoumání hospodaření, například předmětu přezkoumání nebo zprávě o výsledku přezkoumání hospodaření. V této kapitole jsou také popsány výsledky přezkoumání hospodaření v minulých letech. Poslední část práce porovnává jednotlivé postupy auditorské společnosti a kontrolorů krajského úřadu při provádění přezkoumání hospodaření. Na závěr práce jsou shrnuty zjištěné rozdíly, které ukázaly, že práce auditora může být rychlejší a efektivnější.

Abstract:

The thesis is focused on the issue of municipal accounting and their reviewing. The goal is to compare the approach of the auditor and the regional office to perform the examination and to find out the main differences between these two approaches. The first chapter defines the public sector and its parts. The second chapter is devoted to the budget system in the Czech Republic. The next, third chapter deals with control in public administration. In the fourth chapter, specific areas of accounting of territorial self-governing units and their accounting principles are described. The next chapter deals with the performance review, for example the subject of the review or the report on the result of the management review. This chapter also describes the results of the performance review in public administration in previous years. The last part of the thesis compares the individual procedures of the audit company and the controllers of the regional office. At the end of the work, the identified differences are summarized, which showed that the auditor's work can be faster and more efficient.
