Financial situation of municipalities in microregion Hustopečsko

Abstract:

Diplomová práce se zabývá finanční situací obcí mikroregionu Hustopečsko v roce 2017. Hlavním cílem této práce je specifikace odlišností ve financování vybraných obcí a jejich následná komparace v rámci dílčích velikostních skupin. Pomocí analýzy příjmů a výdajů rozpočtů těchto obcí bylo možné získat přehled o jejich hospodaření, přičemž téměř všechny obce vykazovaly přebytkové saldo rozpočtu a byly schopné dostát svým závazkům. Na základě monitorujících ukazatelů MF ČR a shlukové analýzy bylo možné tyto obce rozdělit do tří velikostních skupin. Dále bylo zjištěno, že i přesto, že obce měly kladné saldo rozpočtu, tak zejména obce s průměrně nižším počtem obyvatel se vůbec nebo minimálně zadlužují a mají nižší investiční aktivitu. V rámci toho bylo zejména těmto menším obcím doporučeno více investovat do rozvoje své obce, případně se na náročnějších investičních projektech podílet s obcemi ve svém blízkém okolí.

Abstract:

The diploma thesis analyses financial situation of municipalities of the microregion Hustopečsko in 2017. The main aim of this thesis is to specify the differences in financing of selected municipalities and their subsequent comparison within the sub-size groups. By analyzing the revenues and expenditures of the budgets of these municipalities, it was possible to obtain an overview of their management, while almost all municipalities showed a surplus of the budget and were able to meet their obligations. Based on monitoring indicators of the Ministry of Finance of the Czech Republic and cluster analysis, it was possible to divide these municipalities into three size groups. Furthermore, it was discovered that even though the municipalities has a positive budget balance, especially municipalities with an average lower number of inhabitants are at all or at least indebted and have lower investment activity. As part of this, it was especially recommended for these smaller municipalities to invest more into the development of their municipality, or to participate in more demanding investment projects with municipalities in their immediate vicinity.
