Gambling tax as a tool for financing a self-governing unit

Abstract:

Cílem bakalářské práce je vymezit daň z hazardních her, zhodnotit vývoj výnosu tohoto typu daně, popsat zapojení daně do rozpočtu samosprávného celku a zhodnotit dopady pandemie COVID-19 na výnosy daně, hráčskou komunitu a na investiční politiku. První část je věnována popisu daňového systému a základních konstrukčních prvků daně z hazardních her. Následně je popsán vývoj této daně a novelizace zákona z roku 2017. Druhá část bakalářské práce je zaměřena na zhodnocení dopadů pandemie a následně je provedena analýza využití výnosu daně z hazardních her ve městě Chrudim mezi lety 2019-2022. Poslední kapitola pojednává o možných řešeních regulace hazardních her na obecní úrovni a doporučeních pro případnou budoucí změnu regulace ve městě Chrudim.

Abstract:

The aim of the bachelor thesis is to define the gambling tax, to evaluate the development of the revenue of this type of tax, to describe the involvement of the tax in the budget of the municipality and to evaluate the impact of the COVID-19 pandemic on the tax revenue, the gambling community and on the investment policy. The first part is devoted to a description of the tax system and the basic design elements of the gambling tax. It then describes the evolution of the tax and the 2017 amendments to the law. The second part of the bachelor thesis is focused on the assessment of the impact of the pandemic and then an analysis of the use of the gambling tax revenue in the city of Chrudim between 2019-2022 is conducted. The last chapter discusses possible solutions for the regulation of gambling at the municipal level and recommendations for possible future changes to the regulation in the city of Chrudim.
