Efficiency of providing benefits in material need and housing allowance in Ústecký region from 2011 to 2016

Abstract:

Bakalářská práce se zaměřuje na účinnost poskytování dávek hmotné nouze a příspěvku na bydlení v Ústeckém kraji v letech 2011 ̶ 2016. Zkoumá cíle a snahy Ministerstva práce a sociálních věcí (MPSV) v poskytování těchto dávek, které nejsou ve všech bodech úplně splněny. Podstatou praktické části je vyslovení a ověření hypotézy, zda jsou tyto cíle a snahy nejenom realizovány, ale zda jsou prováděny i účinně. Jsou k tomu využity data poskytnuté Úřadem práce České republiky (ÚP ČR), MPSV, Celním úřadem pro Ústecký kraj a dotazníkové šetření pro zjištění názorů samotných příjemců dávek a příspěvku na bydlení, ale i zjištění názorů zaměstnanců Úřadů práce ČR zabývajících se poskytováním těchto dávek. Ačkoliv dávky hmotné nouze a příspěvek na bydlení jsou pomocí osobám s nedostatečnými příjmy a bojují proti sociálnímu vyloučení, nemotivují tyto osoby k aktivní snaze hledat si zaměstnání, neboť osoba, která pracuje, se vždy nemá lépe, než ta, která nepracuje. Příspěvek na bydlení není poskytován účinně, protože je poskytován v obrovské výši, není nijak kontrolován a legislativně ošetřen, proto je velice výhodným nástrojem k obohacování nájemníků tak i pronajímatelů. V závěru práce jsou uvedeny doporučení, která mohou přispět k účinnějšímu poskytování dávek.

Abstract:

This bachelor’s thesis is focused on effectiveness of providing benefits in material need and housing allowance in Ústecký region from 2011 to 2016. It analyses targets and efforts of Ministry of labour and social affairs in providing those batches, which are not total achieved. The essence of the practical part of the thesis is enunciation and verifying hypothesis, whether are those targets and efforts achieved and whether are achieved effectively. They are used data provided Labour office of the Czech republic, Ministry of labour and social affairs, Customs office and a questionnaire to the recipient of those batches and to the employees of Labour office focused on providing those batches. Although efforts and targets of benefits in material need and housing allowance are system to assist people with insufficient income and one of the means applied by the Czech Republic to combat social exclusion, the system does not motivate them to actively strive to secure the resources they need to meet their living requirements, on condition that person who works, has better situation then person who does not work. The housing allowance mean that are the primary help to people without insufficient income, but they are not control, so they are instrument, how occupants and lessors make money. Within the conclusion of thesis a few recommendations are mentioned, which could contribute to more effectively providing batches.
