Potential danger of the misuse of strong radioactive sources used in nuclear medicine for terrorist attacks

Abstract:

Práce posuzuje možnosti zneužití silných otevřených radioaktivních zářičů používaných v nukleární medicíně pro teroristické účely. V úvodní části jsou zmapovány běžné radioaktivní zářiče využívané pro diagnostiku a terapii v nukleární medicíně. Dále je provedeno hodnocení těchto zdrojů podle míry jejich nebezpečí pro živé organismy v návaznosti na jejich možné použití pro teroristické útoky např. formou špinavé bomby. Za tímto účelem je zmapována výroba, skladování, přeprava, aplikace těchto zářičů s přihlédnutím k identifikaci rizikových aspektů z hlediska pravděpodobných radionuklidů, které přicházejí v úvahu pro jejich případné zneužití a s tím související dopady na zasažené osoby v místě útoku. Práce se rovněž zaměřila na posouzení a aplikace relevantních bezpečnostních opatření včetně prevence, ochrany osob a likvidace vzniklé mimořádné radiační situace v souladu s příslušnou legislativou ČR, směrnicemi EU, jakož i dalšími mezinárodními standardy a doporučeními.

Abstract:

The work assesses the possibilities of misuse of strong open radioactive emitters used in nuclear medicine for terrorist purposes. In the introductory part, common radioactive emitters used for diagnostics and therapy in nuclear medicine are mapped. Furthermore, the evaluation of these resources according to the degree of their danger to living organisms in connection with their possible use for terrorist purposes, e.g. in the form of a dirty bomb. For this purpose, the production, storage, transport and application of these emitters are mapped, considering the identification of risk aspects in terms of probable radionuclides, which are possible for their possible misuse and related impacts on the affected persons at the place of attack. The work also focused on the assessment and application of relevant safety measures, including prevention, protection of persons and liquidation of emergencies in accordance with the relevant legislation of the Czech Republic, EU directives, as well as other international standards and recommendations.
