Influence of Implementation of BASEL III on Business Activities of Banks

Abstract:

Diplomová práce si klade za cíl objasnit vznik a vývoj basilejských ujednání a jejich specifikace pro obchodní banky a vyhodnotit výsledky, kterých v plnění jednotlivých ukazatelů dosahuje Česká spořitelna, a.s. V první části práce jsou objasněny důvody vzniku basilejských dohod BASEL I a BASEL II. Převážná část práce je zaměřena na dohodu třetí, tedy BASEL III a její dopad na obchodní činnost bank. Autor zde porovnává výsledky jednotlivých ukazatelů, kterých dosahuje Česká spořitelna, a.s. s limity stanovenými v dohodě BASEL III a s výsledky ostatních bank prezentované Českou národní bankou. Snahou autora bylo, aby čtenář po přečtení této práce získal ucelený obraz o důvodech vzniku dohod BASEL I až III, nových ukazatelích kapitálové přiměřenosti, likvidity a pákovém poměru obsažených v dohodě BASEL III a o skutečnosti, že evropské banky prostřednictvím Evropské bankovní federace požádaly Evropskou komisi, aby odložila zavedení pravidel kapitálové přiměřenosti BASEL III o rok, tedy až na rok 2014.

Abstract:

The diploma thesis aims to clarify the origin and development of Basel arrangements and their specifications for commercial banks, and to evaluate the results which Česká spořitelna, a.s. reaches in fulfillment of respective indices. The first part of the thesis explains the reasons for establishment of Basel I and BASEL II accords. The prevailing part of the thesis, however, focuses on the third regulatory standard, i.e. BASEL III, and its impact on business activities of banks. Here the author compares the results of individual indexes, which Česká spořitelna, a.s. reaches with the limits stipulated in BASEL III, and also with results of other banks as presented by the Czech National Bank. The aim of the author was to help the reader, after having read this thesis, get a comprehensive picture of the reasons for development of Basel accords from BASEL I to Basel III, of new indexes of capital adequacy, liquidity and leverage ratio contained in the BASEL III accord, as well as of the fact that European banks have asked the European Commission, through the European Banking Federation, to postpone implementation of BASEL III standards for capital adequacy by one year, quasi as late as 2014.
