The analysis of task in children's homes in Czech republic

Abstract:

Cílem práce bylo zjistit, jak subjekty náhradní péče o dítě ovlivňují cíle dětských domovů. Do výzkumu byly zahrnuty subjekty na vertikální úrovni – Odbor prevence, speciálního vzdělávání a institucionální výchovy MŠMT, Odbor MŠMT Krajského úřadu v Hradci Králové a Dětský domov v Broumově. Práce se především zaměřuje na jejich vliv na tvorbu a implementaci cílů dětských domovů. Zohlednila jsem především kritéria role subjektů vstupujících do tohoto procesu, pozici v systému náhradní péče o dítě, jejich organizační charakteristiku a vzájemné vazby mezi sebou a náhled na cílovou skupinu. Výzkumem jsem zjistila, že největší vliv a roli na tvorbě a implementaci cílů má dětský domov, který není vázán explicitně vyjádřenými cíly ze strany zřizovatele či MŠMT. Kraj společně s ministerstvem plní spíše administrativní roli. Do budoucna je však zvažována větší iniciativa ze strany příslušného ministerstva.

Abstract:

The goal of my work was to investigate how are the goals of children’s homes influenced by subjects of substitute care for children. The following subjects on the vertical level were included in the research – Department of prevention, special education and institutional care of Ministry of Education, Department of Ministry of Education in Hradec Králové and Children’shome in Broumov. My thesis focuses on their influence on creation and implementation of tasks of Children’s homes. I concentrated mainly on the criteria of the roles of the subjects entering in this process, their position in the system of children care, organizational structure and reciprocal relations and the overview of the target group. The conclusion of my research is that children’s homes that do not have to stick to the goals explicitly determined by the Ministry of Education have the biggest influence and play the biggest role in creation of tasks and their implementation. Region and ministry fulfil mainly the administrative role. In the future, however, a possibility of bigger initiative of the ministry is being pondered.
