The Impact of Mineral Resources and other precious Natural Resources on the Start, Duration and Solution of Intrastate Armed Conflicts

Abstract:

Cílem předkládané práce je ucelené shrnutí poznatků o souvislosti přítomnosti zdrojů nerostných surovin na určitém území a pravděpodobnosti vypuknutí vnitrostátního surovinově motivovaného ozbrojeného konfliktu na tomto území. Práce sleduje rozvoj diskuse na toto téma v akademickém prostředí a zaměřuje se především vývoj od 90. let 20. století, kdy bylo poprvé na akademické půdě představeno téma přímé souvislosti mezi hojností jinak vzácných a cenných surovin na určitém území s tamními ozbrojenými konflikty. Teorie Paula Colliera a spol. byla kritizována z mnoha úhlů pohledu, ale stala se podnětem k velmi široké a plodné debatě. V práci jsou představena původní východiska obou táborů, které se na základě této debaty zformovaly – tzv. debata hrabivost vs. nenávist – a jejich vzájemné interakce, stejně jako výsledky této debaty v podobě modifikace obou konceptů či pokusů o překonání původní dichotomie. Hlavním teoreticko-metodologickým přístupem této práce je tedy analýza sekundárních zdrojů, podpořená o prvky metody historické a komparativní. Východiska a probíhající debatu se autor snaží konceptualizovat podle jednotlivých témat do oddělených skupin, sleduje však také jejich vzájemné interakce a ovlivňování. Rozlišovány jsou analýzy nerostných surovin jako faktoru (se zvláštním důrazem na tzv. „konfliktní suroviny“), nestátních ozbrojených skupin a jejich vztahu k těmto zdrojům, státu a jeho možnostem a rizikům, obyvatelstvu dané oblasti a možnosti meziskupinového konfliktu, environmentálním dopadům těžby nerostných surovin, atd. V závěru je představen koncept „válečné ekonomiky“, jenž lze do určité míry hodnotit jako překonání dichotomie hrabivost vs. nenávist. Ambicí autora není předložit k posouzení komplexní vysvětlující mechanismus, ale spíše identifikovat, uceleně shrnout a systematizovat dosavadní teoreticko-metodologické přístupy. V závěru je řešena výzkumná otázka: Existuje v současné době konzistentní teoreticko-metodologický rámec pro výzkum vlivu přítomnosti nerostných surovin v určitém regionu na propuknutí, trvání a charakter vnitrostátních konfliktů v tomto regionu? Autor dochází k závěru, že na takto definovanou otázku lze odpovědět kladně právě z toho důvodu, že původní dichotomie, dělící akademickou diskusi do dvou poměrně ostře oddělených táborů, již byla překonána. Vytvoření uceleného obecného teoretického modelu, jenž by shrnoval stanoviska všech významných škol výzkumu do koherentního mechanismu, jenž by bylo možné aplikovat na většinu v současnosti probíhajících surovinově motivovaných konfliktů, je však pro akademickou obec stále výzvou.

Abstract:

The aim of this paper is a comprehensive summary of current outcomes of the research of the relationship between the presence of natural resources in the particular region and the probability of the start of inter-state resource-motivated armed conflict in that region. The paper maps the development of the discussion on this issue in the academic community with the special focus on the development from the nineties, when the issue of direct causality between the abundance of otherwise scarce natural resources in the particular area with local armed conflicts was first introduced in the academic community, until recently. The theory of Paul Collier et al. has been criticized from many points of view but served well as the starting point of very broad and fruitful discussion. The paper introduces original positions of both sides – so-called debate greed vs. grievance – and their mutual interactions, as well as the results of this debate in the form of modification of these concepts and attempts of overcoming this dichotomy. The main theoretico-methodological approach of this paper is thus the analysis of secondary sources, supported by tools of historical and comparative method. The author tries to conceptualise the approaches and current debate according to particular issues into several groups, nevertheless he also observes its mutual interactions and influence. He distinguishes the analyses of natural resources as a conflict factor (with the particular focus on so-called „conflict resources“), non-state armed groups and their relation to this sources, state and its opportunities and risks, inhabitants of the area and the possibility of inter-group conflict, environmental impact of the extraction of natural resources in the area, etc. In the latter part of the paper the concept of „war economy“ is described, which can to some extent be seen as the overcoming of the dichotomy greed vs. grievance. The author does not aspire to make up a complex mechanism of explanation; rather he tries to identify, summarise and systematise recent theoretico-methodological approaches. As part of the conclusion, the answer to the research question is seeked: Does a consistent theoretico-methodological setting exist for the research of the influence of natural resource presence in the particular region on the start, duration and character of inter-state conflicts in this region? The author finds out that such a defined question can be answered in a positive way. Nevertheless the design of a complex and general theoretical model which would contain all the approaches of important schools of though on this issue into a coherent mechanism that could be applied on the most of contemporary resource-motivated conflicts still poses a challenge to the academic community.
